HomeMy Public PortalAbout10-1-07 GBC Minutes TOWN OF TRUCKEE GREEN BUILDING COMMITTEE Regular Meeting October 1, 2007 - 3:30 p.m. TRUCKEE TOWN HALL – ADMINISTRATIVE CONFERENCE ROOM 10183 TRUCKEE AIRPORT ROAD – TRUCKEE, CALIFORNIA MINUTES 1. CALL TO ORDER. The meeting was called to order at 3:35 PM. Committee members, Meyer, Donova, Hook, Jones, Havorka, Kerton, and Laudenschlager were present. Planning Commissioner Bender, community members Christie Skirvin, Lisa Peterson (Wells Fargo), Dave Parsons (Truckee River Watershed Council), Alan Marshall (contractor), and Community Development Director, John McLaughlin and staff member Nishimori were also present. ? Dave Parsons of the Truckee River Watershed Council announced the Low Impact Development (for BMPs) workshop on October 25-26. Parsons stated that this is the same workshop previously offered in June. ? Greg Jones passed out the draft CATT/SiGBA workshop agenda for the October th 24 workshop. ? The Committee asked for an update on the Town Corporation yard. 3. REVIEW ITEMS. 3.1 Green Building Committee Mission—How are we doing? (Denyelle Nishimori) ? Review of mission statement, goals, policies, and work program. ? Overview of staff input from the Building Working Group. Staff summarized the Building Working Group’s discussion on requiring a green building checklist on building submittal plans. Some members of the Building Working Group felt that the checklist would be a stepping stone to mandatory green building while other thought that if it were to be included in the application, it would be less of a an issue. Generally the working group thought that there were alternatives to collecting data than requiring a checklist no one would be enforcing, such as talking to green builders, taking a survey, calling people direct, etc. The group stated that there needs to be significant public involvement on green building to determine if a mandatory versus incentive-based program makes sense. To date the Committee has talked about education and an incentive-based program which seems to no longer be the direction. GBC 9-10-07 Minutes Page 2 of 2 The Committee discussed the Committee goals and objectives noting that the mission statement focuses on education. The previous years work also focused on education, promotion and incentive-based green building—not mandatory green building. Education should still be the focus and maybe the goals and objectives need to be reviewed to see if they still apply. The Committee discussed the need to do the following: ? Review the Committee goals and objectives th ? Discuss future workshop topics (after CATT/SiGBA meeting on Ocotber 24) ? Take a closer look at incentives and create a list for Truckee (maybe a special sticker on the plans, award recognition, etc.) ? Highlight Town successes such as BMPs, workshops, green buildings, etc. ? Create a list of local resources like the SiGBA resource guide ? Put an article in the Town newsletter with a survey and helpful hints ? Work with SiGBA and CATT 3.2. Peter Bruck’s “Developing a Green Building Ordinance” (Denyelle Nishimori) Staff provided an overview of Peter Bruck’s presentation on developing a green building ordinance. The Committee discussed Bruck’s ideas and felt he provided a good example. 4. INFORMATIONAL ITEMS. 5. ADJOURNMENT.
