HomeMy Public PortalAbout2006.12.07 AAC MinutesCity of McCall Airport Advisory Committee December 7th, 2006 — Minutes The meeting was called to order at 1205 local with members Gordon Eccles, Dan Scott, Jerry McCauley, and Chairman John Seevers present. Eric Hagen (USFS) was absent. Additionally, Rick Harvey (Airport Manager) was present. Public attendance comprised of 8 people. Chairman's Comments: John Seevers began the meeting with an overview of the AAC's charter stressing that the committee's role is advisory only to the Airport Manager and the City Council. He then submitted that he wanted to have Lori MacNichol's comments (compensation for use of the new taxilane by non -east hangar owners) be moved from the Public Comment portion to new business. At the conclusion of new business he wanted to have a discussion on the status of the airport sewer. Minutes: ➢ The minutes from the November, 2006, regular meeting, were reviewed and approved. Public Comment: ➢ AAC member, Jerry McCauley, submitted his resignation effective after the January regular meeting. The chairman accepted his resignation and several members, along with people in attendance, offered their thanks for Mr. McCauley's dedication to the airport and the AAC. Airport Manager's Report: ➢ Current Events: • Next Report from Mead & Hunt (master plan) - Tentative Dates (Sometime in January, awaiting for a date from the city manager) - Tentative Format — Discussed — Member Dan Scott felt that there needed to be more time between the presentation(s) to the AAC, PAC, City Council and members of the County Commission and when the public workshop was held. The Airport Manager agreed and said he would coordinate. • Winter Operations - Status - Equipment Maintenance/Upgrades: (High speed plow blade upgraded with new skid plates and blades, New Loader chains purchased and installed, Truck chains repaired and installed) Equipment Operations (New articulated plow for loader is working out well) Facilities Preparation — Ramp/EHP now being plowed Crew Safety Training — Review Procedures (below), newly designated airport maintenance operations person is to conduct safety training (in accordance with program currently used by Public Works) Snow Plow Plan Winter 2005/206 - Approved by AAC on 1 Dec 05 (2 Operators - Order of Events) Updated for 2006/2007 ▪ Night Before: • Check Weather • Determine Work Schedule • Note: We will make every attempt to have the airport opened by daylight. Remember, as the winter progresses the days become longer - therefore, you have to come in earlier to make the open by daylight requirement. Beginning of day (approximately 0530): • Start Plow Oshkosh and Loader allow 30 minutes to warm-up - while warming,' - Assess conditions - Shovel out Back Door entry and Shop Entrance - Decide who does what • Plow Operator > If snow is light: - Now Runway as far to edges as possible > If snow is deep / heavy: Reverse Plow from as close to lights as possible Center Plow to form two berms - Blow berms with Oshkosh With plow: - Clear Main Taxiway to McCall Aviation - Clear Area to Pioneer Hangar - Clear Hangar Taxiways (plow or loader plow) Loader (bucket) Operator - Clear Entrance and Path through parking lot to McCall Aviation - Clear remaining entrances and pathways Clean-up North End of Runway 16 • Plow and Loader Snow Clean-up (between storms) Transient Parking Area - North Ramp Area Runway Edges (blower as required) Parking Lots Miscellaneous Areas as required (blower as required) South Taxiway Berms Pushed Back End of Day: • Refuel All Machines and Service: - Check Engine Oil Grease All Fittings - Bleed Air Tanks - Add Brake De-ice Fluid Plug -In All Engine Block Heaters • New Airport Manager — John Anderson - Start Date —18 December - Planned transition program that week • Tentative Airport Maintenance/Operations Supervisor Program — AJ is being "groomed" to take more of a leadership role in running the day to day airfield maintenance • New East Hangar Leases — Status — new lease master template in place. Note: All people on the Airport Hangar Waiting List have been contacted about the new hangars. There are 3 or 4 hangars remaining in the EHP and therefore Hangar Solutions is ready to offer hangars to people not on the original list. After some discussion, it was agreed to have everyone/anyone interested in purchasing one of the new hangars fill out the Hangar Waiting List application along with submitting their $500 deposit. In doing so, those individuals would comply with the "blanket' lease approval authority approved by the City Council. • Hangars 104 & 105 Leases/Realignments — Update — Survey completed — awaiting drawings by T-O and then review and approval by the AAC and City Council. • LPV —Update — Grant applications have been done by T-O. They are currently reviewing the survey procedures as outlined in the appropriate Advisory Circulars. • Hangar Holding Tanks — Note Letter Below: Municipal Airport November 24,2006 Airport Hangar Owners McCall Airport Ref: Sewage Holding Tanks Dear Hangar Owner, Several days ago I was contacted by the senior environmental specialist with the Central District Health Department. He informed me that he had received information about a holding tank, to one of the private hangars, overflowing and spewing sewage. Needless to say, he was rather concerned about this and briefed me on the mandatory requirements for holding tank systems. I informed him that as of last summer we had initiated an annual hangar inspection program, primarily for fire/safety compliances, and that we would be willing to add the following to our inspection criteria: All holding tank owners must be able to show their use permit from the Central District Health Department All holding tanks must have an alarm system that signals when the tank is at 2/3's full capacity The permit holder must be able to demonstrate that the alarm system functions properly Please take the time to ensure that you are in compliance with the above and be prepared to show us your permit and alarm system when we inspect your hangar again next summer. Standards Committee: John Seevers gave an update and said that a draft would be out soon. ➢ East Hanger Project - Update: Mike Anderson (Hangar Solutions) gave and update. Hangar 206 was moved to its new location (now hangar 500) and nearly all the paving is complete. The remaining will be done in the spring when the temperatures get above 40 degrees. Dan Scott wanted the Airport Manager to have a copy of the records from Hangar Solutions indicating the notes on communication with those on the hangar waiting list — (also, note EHP lease items above). ➢ Poston New Hangar Proposal — Kathy Poston presented a proposal requesting to build another hangar on their existing leasehold with access via the new taxilane built for the East Hangar Project. The AAC wanted to see their proposal resubmitted, at a future meeting, utilizing the procedures outlined in the new Proposal Application. aa ➢ 1 Mike Anderson Proposal —Extension of existing hangar/by 5 eet to the east. Extension of leasehold approximately 40 feet to the east for site preparation and paving of new ramp. Access to the new ramp via the south side of hangar by the new taxiway (at the location of former hangar 206). The AAC wanted this proposal broken up into two parts: 1) a tentative approval for the building extension was granted, 2) a better property description for a lease modification or a proposed license with the city to pave over and to indemnify the property for the new ramp. To be reviewed at a future meeting. ➢ East Taxilane Use/Access to non East Hangar Owners — Lori MacNichol presented an objection made by several owners of the new hangars in the east hangar project that proposed projects, such as the Poston Proposal above, should pay some amount of compensation for use of the new taxilane. Their argument was based on the breakdown of cost by Hangar Solutions that the $140,000 price was the total of $90,000 for the hangar and $50,000 for the construction of the new taxilane. Numerous people gave public comment including 4 of the new hangar owners. Note: The Airport Manager received eight (e-mail) letters from new hangar owners expressing their desire that they be reimbursed by those outside the project who wish to use the taxilane. A lively discussion ensued with Mike Anderson of Hangar Solutions arguing against the comments made by the owners. His reasoning, and the AAC, on behalf of the city, eventually agreeing with him, that the cost of the taxilane construction was no different than any housing developer building a street for his project, funded through the cost of each home, which would be turned over to the city once completed. Frank Bruneel, one of the new owners, said he wished to drop his protest and felt that the entire project was an excellent example of private and city partnership in finally getting more hangars built at the McCall Airport. Bill Boggess, another owner in the east hangar project, also withdrew his protest. The AAC felt there was nothing for the city to do at this time, that when the taxilane was turned over to the airport (when the lease with Hangar Solutions is dissolved — ie; when all the hangars are sold) the taxilane would be no different than any other existing taxiway. > Airport Sewer Problems Discussion — At the request of the Chairman, the Airport Manager gave a brief synopsis of the sewer situation at the airport. Basically, there is no way to have any sewer remedy for any new structures, or existing structures that have yet to get a holding tank, anywhere south of hangar 104, the end of the existing city sewer line. The master plan draft, chapter 5, does not correctly define the problem. It says that until the present "dry" sewer line (airport sewer project) is completed new structures have to utilize holding tanks. The problem is that no holding tank permits are being issued and the completion of the airport sewer project is not on the city's list of capital projects. Therefore, any growth or new development the master plan may identify in the future for the airport cannot take place. Building permits cannot even be issued unless a sewer hookup (or holding tank) is in hand. The Airport Manager feels that the master plan needs to be the driving force in getting the airport sewer project back in motion. Eric Hagen (USFS) was absent. Additional persons were Rick Harvey (Airport Manager), and Councilmember Don Bailey and Kevin Bissell (Airport Engineer). Public attendance comprised of six people. Minutes ➢ The minutes from the October, 2006, regular meeting, were reviewed and approved. Public Comment: None Airport Manager's Report: ➢ Current Events: • Report on Public Workshop (master plan) — Aftermath - Creation of Airport Planning Links on Airport Web Site Posting the "feed back' letters from the workshop (web site) Creating a "City's Statement' (web site) - Posting the Master Plan "Scope of Services" (web site) • Winter Preparations - Equipment — everything is good and ready to go - Facilities Preparation — Obstacles flagged Crew Safety Training — In progress - John Ugland starts on the 13th • Gate maintenance — Update: Recommend that the manufacturer be brought to McCall in the spring to go through all the gates and reset to factory specifications • New Airport Manager Selection Process — Update, down to two people. • Aircraft Mishap— Oct 12th?? - Airport maintenance worker found 3 broken runway edge lights with evidence of someone making some attempt to clean up the debris. Nobody knows what happened! ➢ Miscellaneous • LPV approach — FAA is funding with both AIP and State apportionment money. A Conference call is going to be scheduled next week with airport manager, FAA and T-O to discuss survey engineering requirements and grant application. FAA hopes to have a published approach by 2008. • Airport electrical power is to be off for up to two hours on Friday the 17th, at noon, install a new transformer. A NOTAM has been issued. • Change to ALP with leaseholds on hangars 104 & 105 to be realigned — contract goes before the city council tonight. If approved, work will begin next week. • Sent a bill of $420 to USFS to see if there was any chance of collecting for the replacement of the approach end light that was destroyed by a landing P-3 last summer. Business: ➢ Min. Standards Committee: Nothing new to report at this time. ➢ MaylMacNichol Assignment/Assumption of Lease following the sale of hangar 106G — Approved by AAC, will go the city council on the 30th of November. ➢ East Hanger Project - Update: Most of the paving is complete and hangar 206 will be moved next week. > McCall Aviation Application to Amend Leasehold — Presented by Dan Scott, president of McCall Aviation, a detailed request, aided by posters with artist renditions of proposed new hangar complex along with surveyed property description, for an additional 33,149 square feet of land in order to construct a 120' by 120' hangar with a 40' by 40' office/lobby wing, all for commercial use. One person in attendance (the owner of Si Bueno restaurant/cantina) expressed opposition because the new hangar would spoil their view of the airport. Mr. Scott excused himself from the committee and the vote was 2 to 1 in approval of the project. Eric Hagen (USFS) was absent, but was in favor of the project prior to the meeting. The application should go before the city council on the 30th of November. Adjournment - The meeting was adjourned at 1340 local City of McCall Airport Advisory Committee October 3rd, 2006 — Minutes The meeting was called to order at 1205 local with members Gordon Eccles, Eric Hagen (USFS), and Chairman John Seevers present. Minutes ➢ The minutes from the September, 2006, regular meeting;were reviewed and approved with the following recommendation by the AAC: The minutes should not record which MC member cast the opposing vote. Therefore, the September minutes will be corrected accordingly. Public Comment: None Airport Manager's Report: ➢ Current Events: • Report on Public Workshop (master plan) • LPV Approaches — engineering study proposed by Seattle ADO • Winter Preparations - VHF in loader - Loader servicing - Snow flags - Hired help status - Parking Lot Plan for winter • Airport Manager's Vacation — 4th to 19th of October • Gate maintenance • Airport Manager's Retirement 12/31/06 > FY 2006 Budget — Close Out Business: > Leasehold Realignment/Change to ALP - It was realized that the AAC had never gone through the formal motion/approval process on the business of having the leaseholds for hangar 105 and Dew Aircraft realigned resulting in the ALP being modified. This was brought up as a motion and approved. ➢ East Hanger Project: First building going up at this time. Now projecting completion by end of Nov. 28 of 33 hanger sale committed to date. �' Min. Standards Committee: No report at this time. Expect activity in Nov. �' Rick Harvey Departure: Motion by Gordon Eccles and second by Eric Hagen: "The AAC shall empower the AAC Chairman, John Seevers, to pursue and then present to the City Manager and City Council; possible: alternatives for Rick Harvey to continue functioning as airport manager" Motion passed unanimously and all members of the public present concurred with the motion and its concept. Note: The airport manager was not present during this portion of the meeting. Adjournment -The meeting was adjourned at 1315 local ��ey,rport M( ager City of McCall Airport Advisory Committee August 3rd, 2006 — Minutes The meeting was called to order at 1208 local with members Jerry McCauley, Eric Hagen (USFS), Dan Scott, Gordon Eccles and Chairman John Seevers present. Additional persons were Rick Harvey (Airport Manager), Kevin Bissell (Toothman-Orton) and Councilmember Don Bailey. 7 people were in public attendance. Minutes > The minutes from the July, 2006, regular meeting and special meeting were reviewed and approved Public Comment: ➢ Rik Poston asked about the wrecked cars parked next to the airport and across from the fire department. The airport manager had just talked to the chief of police who was handling the issue and pressuring the fire department to remove the cars. Airport Manager's Report: • Hangar Inspections — Nearly completed, 4 scheduled for the next day • Re -addressing of hangars — Completed with all applicable agencies notified • Segmented circle — All that's remaining is the white -wash application • Fuel truck (Salmon Air) — Move to triangle to make room for Fly -In • Blower — Clutch did not need replacing, only adjusting and a few minor parts — a savings of nearly $3000 • Runway Markings Painting — With money saved from blower clutch, paint has been ordered ($1600) to complete project • Gates — Hwy 55 gate has broken spring ($200) which has just arrived and will installed on Friday • NDB — The AAC was given all e-mail correspondence between the airport manager and the FAA. NDB will be decommissioned in July, 2007 • Control Tower — In operation now. Will have 5 controllers during the fly -in and new frequency assignment next Tuesday • Fire Operations — have calmed down considerably with the cooler weather. Airport manager wants a "form" passed out by the USFS when contract fire bombers arrive instructing them on airport fees and regulations. This form will be developed soon and electronically sent to AAC for review. • Fly -In — Update - Layout — discussed location of all operations and taxi flow - Static Displays — 12 altogether ➢ East Hangar Project — Update by Mike Anderson, 20 confirmed commitments from the first 33 on the hangar waiting list. To date, 65 people on hangar waiting list. > FY 2006 Budget — going to spent down but will hold out to the end. > FY 2007 Budget Development — Tentative budget set and then corrected to adjusted growth and annexation taxes > State AIP — Reimbursement not received on AIP 10 & 11 Business: > Minimum Standards Committee Update — John Seevers, chairman of the minimum standards committee gave a brief update on the progress of re -writing the airport minimum standards from the meeting they had had the day before. Their next meeting TBD. > Master Plan — Update by PAC chairman Dan Scott. Next meeting will be the public forum workshop with the planners and the city council, to discuss facilities and alternatives, on the 7th September. ➢ Traffic Pattern Procedures — A lengthy discussion ensued over the traffic pattern remarks in the airport master record (FAA Form 5010-1) and should they be modified to accommodate arriving IFR jet traffic. It was decided to let the remarks and local procedures remain as is. > Concept of Leaseholds being realigned — After a lengthy discussion about resurveying the northeast corner of the airport in order to gain greater utilization of existing property, a motion was made to proceed ahead with the concept of having the airport engineer do a preliminary study of what the new property line should be (a change to the ALP). The airport manager would check with the Deputy City Manager/Planner about the feasibility of having the cost of the work shared by the two prospective businesses (McCall Aviation and Steve White of hangar 105) and the city. Adjournment- The meeting was adjourned at 1328 local ickey, Air��.�jjj: nager City of McCall Airport Advisory Committee Special Meeting July 13th, 2006 — Minutes The meeting was called to order at 1603 local with members Jerry McCauley, Eric Hagen replacing Frankie Romero as the USFS representative, Gordon Eccles and Chairman John Seevers present. Dan Scott was absent. Additional persons were Rick Harvey (Airport Manager) and Councilmember Don Bailey. 10 people were in public attendance. Business: ➢ Approval of the modified Exhibit "A" to the lease with Hangar Solutions. Since the east hangar project will not require the purchase of the six hangars, which were going to be demolished for the new taxilane, the exhibit "A" to the lease had to be modified since these original leaseholds would remain in effect.. The AAC approved the new property description. The modified exhibit "A" was forwarded to the city council. ➢ Presentation by Hangar Solutions on the progress of the east hangar project. Mike Anderson gave a detailed report on the project outlining the history, the associated site preparation costs and was able to announce to price of the individual units. Hangar Solutions has sent their hangar packages to the first 33 people on the hangar waiting list. Move in date is planned for 1 November, 2006. The AAC favored continuation of the project with full approval. Adjournment - The meeting was adjourned at 1653 local John Seevers, Chairman Rick Harvey, Airport Manager City of McCall Airport Advisory Committee July 6th, 2006 — Minutes The meeting was called to order at 1205 local with members Jerry McCauley, Frankie Romero, Dan Scott, Gordon Eccles and Chairman John Seevers present. Additional persons were Rick Harvey (Airport Manager), Kevin Bissell (Toothman-Orton) and Councilmember Don Bailey. 6 people were in public attendance. Minutes ➢ The minutes from the June, 2006, meeting were reviewed and approved Public Comment: ➢ Lori MacNichol, of McCall Mountain Canyon Flying, voiced that her request of hangar enlargement (AAC meeting August 4, 2005) for aircraft storage and hangar construction for commercial use (AAC meeting March 2, 2006) had been ignored and now the property behind her hangar was being leased to Hangar Solutions for the east hangar project. She wanted to know what the status of the project was, specifically, why had the property she had requested to lease (and the concept presented) was now being leased to the developer? And, she had talked to the developer about incorporating her project into his plan but was ignored. The Airport Manager recommended that she wait for the developer to give his presentation of the project. Airport Manager's Report: ➢ Current Events: - FAA Visit, 20 June — general overview Cows on runway Saturday the 24th - Hangar Inspections - progress (about % completed) - Re -addressing of hangars Segmented Circle - repair Lighted Windsock working (finally) Old Fuel Truck (Salmon Air to take away) Public Works Trucks - auction to be scheduled by City Clerk Weed Control - status Runway Markings - to be painted by Public Works Drainage System — repairs and cleaning ➢ Tie -Down / Transient Parking — Status �' East Hangar Project  Update - Not going to purchase the six hangars for demolition - Alternate Entry/Exit Property description revised Lease  signed by the mayor on June 8`h P&Z completed on 20`h of June Excavation/Site preparation in progress (Several AAC members voiced concerned that all of them were not advised [only the chairman was advised] that the six hangars were not going to be purchase for demolition. They felt they should have had a say in the mater. Member Dan Scott said he knew the city did not have the money to buy the hangars but felt they should be demolished sooner, rather than later, for appearance reasons if nothing else. A discussion then ensued about the change to the exhibit "A" in the lease for Hangar Solutions. The airport manager said that Hangar Solutions had asked for a new property description, required by the bank. At that same time, the city manager had asked about the exhibit "A" and felt that the change needed to go before the city council. The airport manager called the surveyor, and at the request of Hangar Solutions had the north line moved from the front of the six hangars to the back of the six hangars  approximately 35 feet. Since the city council meets on the 13 h of July at 6:00 pm, the AAC wanted a special meeting on the 13th at 4:00 pm to vote on the property line being moved. It was also decided that Hangar Solutions would appear at that meeting to give their report on the status of the project.) �' FY 2006 Budget Status �' FY 2007 Budget Development Business: �' Minimum Standards Committee Update  John Seevers, chairman of the minimum standards committee gave a brief update on the progress of re -writing the airport minimum standards. Their next meeting was going to be sometime in July (TBA). �' AAC Member's Term Limits  The airport manager contacted the city clerk searching for the latest documents to support the term limits on all the members of the AAC. He also reviewed AAC minutes and City Council minutes dating back two years. After much discussion, and reviewing the AAC charter, it was decided to set the termination dates close to the term duration limits and have the appointed members conclude their terms on the following dates. A motion was made and approved with 4 in favor and 1 abstaining: John Seevers & Gordon Eccles - March 31, 2007 Dan Scott & Jerry McCauley - March 31, 2008 It was also announced by AAC/USFS member Frankie Romero that he would be replaced by Eric Hagen. Adjournment - The meeting was adjourned at 1408 local John Seevers, Chairman Rick Harvey, Airport Manager City of McCall Airport Advisory Committee April 6th, 2006 — Minutes The meeting was called to order at 1205 local with members Gordon Eccles, Jerry McCauley, Dan Scott and Chairman John Seevers present, along with councilmember Don Bailey. Member Frankie Romero was absent. Additional persons were Rick Harvey (Airport Manager) and four people in public attendance. Minutes ➢ The minutes from the March, 2006 meeting were reviewed and approved Public Comment: ➢ IAA President, Paul Jorgensen, mentioned that the IAA had money they would like to donate for the use of constructing public facilities on the airport. A discussion ensued as to the role of the AAC in this project. The user shall hold the McCall Municipal Airport harmless for any damage sustained to the aircraft (or vehicle) parked on the assigned space or to any other property of the user. The McCall Municipal Airport exercises no control over the mode or method of tying down the aircraft. The use of tie -down chains or ropes provided by the McCall Municipal Airport is at the owner's own risk and the owner may use tie -downs of his or her own choice. It is the responsibility of the aircraft owner to properly use the assigned facilities. The McCall Municipal Airport is not responsible for any damage caused by any weather conditions or "Acts of God." The aircraft owner, insofar as the McCall Municipal Airport liability is concerned, assumes all risk of loss from vandalism or any action by third parties. However, this does not prevent the aircraft owner from taking part against third parties. Permitted Use  The aircraft owner shall use assigned space for no purpose other than aircraft storage, parking of aircraft, or utilized for vehicle parking during aircraft activity. Unaccompanied vehicle is not permitted at the tie -down for extended periods of time (in excess of 7 days), except by permission of the Airport Manager. The user shall not use assigned space nor permit another to use assigned space for any purpose that may constitute a nuisance, fire hazard, or violation of any law, lawful order, rules, and shall comply with all regulations as defined by the City of McCall code. Vehicles parked during flight shall not impede any adjacent taxiway or encroach on any other tie -down area(s) Vehicles must be parked on the assigned spot. Security  In order to enhance safety and security, the basic objective of our security plan is to prevent unauthorized vehicles from entering the ramp. After driving through the gate, please exercise extreme caution and comply with the following: maximum speed is 10 mph / yield to pedestrians and aircraft / pass to the rear of taxiing aircraft and do not approach closer than 10 feet of any aircraft with engines running / beware of jet blast / avoid reverse gear / plan your approach to an aircraft so that you can continue to drive forward when leaving. Jeff Miller, a hangar developer from Boise was in attendance and made numerous suggestions and recommendations. Dan Scott also had several comments. Below is the existing RFP. In red are areas where members of the AAC would like to see changes: Draft City of McCall McCall Municipal Airport Rick Harvey, Manager Request for Proposals Date 00/00/00 The McCall Municipal Airport, owned by the City of McCall, is requesting written proposals, complete with conceptual drawings and an economical analysis, from interested parties for the possible development of a taxilane and a row of general aviation hangars (see attached PDF example). The McCall Airport currently has a sizable hangar waiting list and this parcel of land is one of the last suitable areas on the airport available for development. The developer must sell all hangars through the administration of the Airport Manager since the individuals on the hangar waiting list will be given the first priority to buy these new units. All land will be leased by the City of McCall. A developer may develop all or part of the following plan, but all hangars will be built to the same specifications and elevation standards. (The AAC suggested that developers must propose on the entire development. This is necessary to ensure that the bids are similar and can be compared against each other and to ensure that the per -unit resulting prices are the lowest possible due to fixed costs being amortized across the maximum number of finished units.) ➢ Preconstruction specifications/requirements: • Dismantle and remove the eastern most 6 units of the existing hangar row as depicted on the attached diagram. The two western most remaining hangars are an integral, free standing, unit. • Excavation to establish acceptable grade - Designed to accommodate storm -water runoff as per FAA AC 150/5230-5B and City of McCall storm -water management standards (City Codes 2-2-030, 3-18-060). ➢ Construction specifications/requirements: • Construction of a 35 foot width Group I Taxilane (79 feet obstacle free area (OFA), as depicted and defined by FAA AC 150/5300-13 Change 8) with access to the existing northeast ramp. Construction should be as per the following: - Paving specifications as outlined in FAA AC 150/5370-10B (4/25/05) and as a minimum: 2.5" Bituminous Asphalt (FAA P-401) 4" Aggregate Base Course (FAA P-208) 6" Subbase Course (FAA P-154) Compacted Subgrade (FAA P-152) • Construction of condominium hangars (for example, if feasible, 6 condominium structures, each with 4 hangar bays per building), or, • Construction of individual box hangars (as depicted on accompanying PDF document), (the AAC wanted this to be more specific) either design must comply with the following specifications: All metal hangars, all of the same height and elevation — light brown exterior walls, dark brown exterior roof tops, anchored to individual concrete slabs constructed to hangar manufacturer's specifications and city building codes, with roof slope to the rear (east) - Individual enclosures sized approximately 50 feet width (minimum door widths of 45 feet) by 40 feet depth (all hangars must be 40 feet deep due to taxilane OFA) Electric bi-fold doors (or acceptable design to be functional all seasons) with door open height of at least 14 feet - Layout to accommodate acceptable snow storage areas (approximate 30% of uncovered area) Hangar structural standards as per city code, specifically to accommodate 150 pounds per square foot live roof load Set -backs as per city code (10' minimum) - Utilities access as depicted in attached PDF drawing and City Code 3-5-060(F) Interior electrical will consist of a minimum of two overhead lamp receptacles, capable of 300 watt each, with at least two 110 volt, minimum 20 amp protected wall outlets - (the AAC wanted something about financing for hangar buyers) - (the AAC wanted something written that when a specific hangar was contractually sold to an individual, the buyer has the ability to contact the builder/developer and, between themselves, they could negotiate specific options/minor changes to the proposed hangar) ➢ Supplemental costs to be absorbed in the project: • Dismantling of the 6 eastern most existing hangar units ✓ Credit of fair market value to the owners of the 5 eastern most existing hangar units (the AAC questioned this number. They wanted everything "above board" and any special agreement with an individual hangar owner would be dealt with separately. Any compensation other than FMV, would have to be offered to all existing owners of the condemned hangars) Note: I've since teamed that hangar 106F was built separately years ago and is a stand alone hangar.. Note: This fair market value credit for the displaced hangar owners has been assessed by the City of McCall and will only be made available if the current owners are using their existing hangar for aviation use as per the airport minimum standards, possess a registered aircraft or show proof of a valid sublease to a current aircraft owner. If they desire, these individuals will be placed first on the McCall Airport hangar waiting list.
