A RESOLUTION: AWARDING THE 2013 TRAFFIC SIGNAL COMPONENTS
INSTALLATION AND REPLACEMENTS CONTINUING SERVICES
CONTRACT TO B&B SIGNAL COMPANY, LLC OF MANASSAS,
VIRGINIA
WHEREAS,the FY 2014 Budget includes funds in the amount of$62,000 for traffic signal
repair and maintenance; and
WHEREAS,the total amount that will be spent on this contract in any one year will vary
and will depend on the budgeted amount for that year; and
WHEREAS,in response to a public solicitation for the construction bids for this Traffic
Signal Components Installation and Replacements contract,the town received two bids on
September 10,2013 from the following firms:
• B&B Signal Company, LLC $109,360.00
• Richardson-Wayland Electrical Company, LLC $122,509.00
WHEREAS,this is a unit price contract; and
WHEREAS,the quantities used for bid comparison are estimates; and
WHEREAS,based on the estimated quantities the contract value for the first year of the
contract will not exceed$109,360; and
WHEREAS,a portion of this contract will be utilized for the Edwards Ferry Road at Route
15 Bypass Right Turn Lane Improvements contract and funded from that project in the amount of
$48,900; and
WHEREAS,the balance of the contract will be designated for traffic signal maintenance
and funded by the Public Works Department budget in an amount up to $60,460; and

CONTRACT TO B&B SIGNAL COMPANY, LLC OF MANASSAS,
VIRGINIA
WHEREAS, in subsequent years the contract will be extended in the amount of the
approved traffic signal maintenance budget; and
WHEREAS,the bids were evaluated by the Director of Capital Projects and the Chief
Procurement Officer in accordance with the Town's Procurement Policy; and
WHEREAS, B&B Signal Company, LLC of Manassas, Virginia was determined to be the
lowest responsive and responsible bidder; and
WHEREAS,this contract will be for an initial period of one year and renewable up to four
additional consecutive one-year periods.
THEREFORE,RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. The 2013 Traffic Signal Components Installation and Replacements
Continuing Services contract is hereby awarded to B&B Signal Company, LLC of Manassas,
Virginia.
SECTION II. The Town Manager is authorized to execute this contract in the amount of
$109,360 for traffic signal maintenance.
