AN ORDINANCE APPROPRIATING THE SUN OF ONE HUNDRED SIXTY THOUSAND DOLLARS
($160,000.00) FROM THE CUMLATIVE CAPITAL IMPROVEMENT FUND (CIGARETTE
TAX) FOR THE COfSTRUCTION OF THE 20TH STREET BRIDGE.
UHEREAS, certain extraordinary emergencies have developed since the
adoption of the existing annual budget so that it is now necessary to
appropriate more money for the various functions of the City Government
than was appropriated in the annual budget.
UOU THEREFORE BE IT ORDAINED BY THE CON* i01! COUNCIL OF THE CITY OF
RICHMOND, INDIANA:
SECTION 1. That for the expenses of the City Government and its insti-
tutions for the year ending December 31, 1974, the following amount of
money is hereby appropriated and set apart out of the fund named and
for the purpose specified. Said sum being subject to all laers govern-
ing the same. Such amount appropriated shall be held to include all
expenditures to be made during the year unless expressly stipulated
by law.
SECTION 2. That for the said fiscal period there is hereby appro-
priated from the Cumulative Capital Improvement Fund (Cigarette
Tax) the following specified amount to meet the extraordinary emergency
hereby declared to exist:

STREET BRIDGE $101000.00 $160,000.00
SECTION 3. This Ordinance shall be in full force and effect from and
after its passage and approval by the Mayor and is subject to the
laws of the State of Indiana governing emergency appropriations.

COUNCIL OF THE CITY OF RICHMOND, INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session
in the Council Chambers in the Municipal Building of said City November 4,
1974 , at the hour of 7:30 P.M.
Councilman Marino presided with the following members present: Messrs.
BroWa , _ Cornett , Elstro Geier ,
Hilton Merchanthouse, Mills Williams
Absent: None ,
The following business was had to -wit:

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of October 23 and October 30 , 1974.
Said notices stated that a public hearing would a I on the �__4tthh day o
November, 1974 , by the Common Council to consider additionaT appropria-
t ons as provided for in Ordinance No. 2947-1974 , within the City of
Richmond, Indiana. The proof of publication and posting of notices were
examined and found to be correct and in order. Councilman Geier
moved the proof of publication and posting of notices be received an or eyed
filed, seconded by Councilman Williams and on voice vote the motion
was carried.
The Clerk read on second reading Ordinance No. 2947-1974
Councilman Geier moved for engrossment of Ordinance No. 2947-1974, seconded by
Councilman Brown and on unanimous voice vote the motion was carried.
Councilman Williams moved to suspend the rules and read by title only on third reading
Ordinance No. 2947-1974, seconded by Councilman Brown and on a call of the roll the
following was recorded: Ayes; Brown, Cornett, Elstro, Geier, Hilton, Merchanthouse,
Mills, Williams and Marino. Noes; None. The vote being 9-0 in favor of suspension.
The Clerk read on third reading by title only Ordinance No. 2947-1974.
After hearing all persons present, Ordinance No. was placed on
final passage or rejection and on a call of the roll the was recorded:
Ayes; gown , Cornett , Elstro ,Geier ,
Hilton Merchanthouse , Mills ,Williams
