RESOLUTION NO. 2013-114 ADOPTED October 8, 2013
A RESOLUTION: INITIATING AMENDMENTS TO THE TOWN CODE, PART TWO,
(TOWN CODE), CHAPTER 2 ADMINISTRATION; ARTICLE V
BOARDS AND COMMISSIONS; SECTION 2-197. COMPENSATION
RELATING TO WITHHOLDING FORMS
WHEREAS, Code of Virginia of 1950, as amended,the Town is authorized to establish,
define and compensate boards and commissions. Board and commission members are compensated
exclusive of the councilmanic liaison and said compensation is payable in monthly installments; and
WHEREAS, State and Federal law require that payroll withholding forms be completed and
submitted in person with an unexpired picture identification in order for the Town to be able to
provide said compensation; and
WHEREAS, compensation will take effect upon completion of forms; and
WHEREAS, if the forms are not submitted, timely compensation will not be paid retroactive
prior to the date of the submission of the required documentation; and
WHEREAS, compensation may be considered waived by the member who has been
appointed if the Clerk of Council does not receive the proper withholding forms.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia that
amendments to the Town Code shall be initiated to:
Require board commission members to complete the State and Federal payroll
withholding forms so that they may be paid for their service; to be present and produce
identification as required by law; that compensation shall be waived by the appointed
member until such time as the proper documentation has been submitted to the town;

and that compensation will commence at time of submission of the proper
documentation.
Town staff shall advertise amendments to the Town Code to effectuate the changes.
