HomeMy Public PortalAbout2013_10_22_R124 FY 2015 VDOT Revenue Sharing The Town of Leesburg, Virginia PRESENTED October 22, 2013 RESOLUTION NO. 2013-124 ADOPTED October 22,2013 A RESOLUTION: AUTHORIZING THE TOWN MANAGER TO EXECUTE THE APPLICATION FOR VDOT REVENUE SHARING FUNDS FOR THE SYCOLIN ROAD WIDENING PHASE IV PROJECT, FOR STREET RESURFACING MAINTENANCE PROJECTS, AND FOR REHABILITATION OF THE DAVIS COURT BRIDGE WHEREAS,the Virginia Department of Transportation(VDOT)is accepting applications for Revenue Sharing funds for fiscal year 2015; and WHEREAS,the 2012 Virginia General Assembly passed legislation that established eligible Revenue Sharing projects to include both construction projects and street maintenance projects; and WHEREAS,the Sycolin Road Widening Phase IV project will complete the improvements to Sycolin Road from south of Tolbert Lane to the southern Corporate Limits and is identified as a Priority Future Capital Project in the Town's FY 2014—2019 Capital Improvement Program; and WHEREAS,VDOT awarded Revenue Funds to the Sycolin Road Widening Phase IV project in Fiscal Year 2014, for a portion of the project costs; WHEREAS, Fiscal Year 2015 Revenue Sharing funds,matched by Loudoun County Gas Tax funds,and combined with other potential future funding sources would allow the construction of Sycolin Road Phase IV to be completed on an accelerated schedule;and WHEREAS,the Town budget provides for street milling and resurfacing in excess of the amount that is reimbursed through normal VDOT street maintenance payments; and WHEREAS,the local funds spent on street resurfacing can be used to match VDOT Revenue Sharing funds,which will allow for additional street resurfacing within the Town; and -2- A RESOLUTION: AUTHORIZING THE TOWN MANAGER TO EXECUTE THE APPLICATION FOR VDOT REVENUE SHARING FUNDS FOR THE SYCOLIN ROAD WIDENING PHASE IV PROJECT, FOR STREET RESURFACING MAINTENANCE PROJECTS, AND FOR REHABILITATION OF THE DAVIS COURT BRIDGE WHEREAS,a 2012 inspection of the Davis Court bridge over Tuscarora Creek indicated that the existing steel superstructure was in poor condition and recommended that certain rehabilitation improvements be constructed; and WHEREAS,rehabilitation of the Davis Court bridge is also eligible for VDOT Revenue Sharing funds as a maintenance project; and WHEREAS,the Town of Leesburg desires to submit an application for an allocation of funds of up to $1,178,000 through the Virginia Department of Transportation Fiscal Year 2015 Revenue Sharing Program. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: SECTION I. The Town Council supports this application for an allocation of$1,178,000 through the Virginia Department of Transportation Revenue Sharing Program,consisting of$1 million for the Sycolin Road Widening Phase IV project, $163,000 for street resurfacing maintenance projects, and$15,000 for rehabilitation of the Davis Court bridge. SECTION II. The Town Manager is authorized to execute any and all documents associated with the grant application. PASSED this 22nd day of October,2013.
