A RESOLUTION: INITIATING AN AMENDMENT TO THE TOWN CODE GOVERNING
THE PARTICIPATION OF TOWN COUNCIL MEMBERS AND
MEMBERS OF BOARDS AND COMMISSIONS IN MEETINGS
THROUGH ELECTRONIC COMMUNICATION
WHEREAS, Code of Virginia of 1950, as amended § 2.2-3708.1 (Participation in meetings
in the event of emergency or personal matter; certain disabilities; distance from meeting location for
certain public bodies) was recently amended by the General Assembly to allow for the participation
of members of public bodies by electronic means from a remote location under certain conditions;
and
WHEREAS, in order for those conditions to be readily accessible and to expedite the
process for the approval or disapproval of the member's electronic participation by the mayor and
town council or board and commission, a section of the Town Code may be necessary to enumerate
the conditions for proper electronic participation under § 2.2-3708.1
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia that a
Town Code amendment is initiated to set forth the conditions that must occur before a member of
the Town Council, board or commission is able to participate in a public meeting electronically
from a remote location.
