A RESOLUTION: AUTHORIZING THE TOWN MANAGER TO EXECUTE THE GRANT
APPLICATION FOR THE VIRGINIA DEPARTMENT OF
ENVIRONMENTAL QUALITY'S VIRGINIA STORMWATER LOCAL
ASSISTANCE FUND
WHEREAS,the Virginia Department of Environmental Quality(DEQ) is accepting
applications for the Local Stormwater Assistance Fund; and
WHEREAS,the 2013-2014 Virginia State Budget authorized$35 million in funding to
support local government projects related to the Chesapeake Bay Total Maximum Daily Load
(TMDL) reduction; and
WHEREAS,the Town has applied for and received our new Municipal Separate Storm
Sewer(MS-4)permit; and
WHEREAS,requirements associated with the permit renewal require a plan to reduce
pollutants in accordance with the Chesapeake Bay TMDL program; and
WHEREAS,the approved Fiscal Year 2014-2019 Capital Improvement Program includes
two projects that are in accordance with the plan to mitigate TMDLs; and
WHEREAS,the Local Stormwater Assistance Fund allows applications for eligible
projects on a 1:1 matching fund basis; and
WHEREAS,the Town desires to apply for funding in the amount equal to half of the
project value for the Chesapeake Bay TMDL project in the amount of$1.95 million; and
WHEREAS,the Town desires apply for funding in the amount equal to half of the project
value for the Tuscarora Creek Flood Mitigation project in the amount of$640,000.

ASSISTANCE FUND
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. The Town Council supports the submission of a grant application to the
Virginia Department of Environmental Quality's Stormwater Local Assistance Program in the total
amount of$2,590,000, consisting of$1.95 million for the Chesapeake Bay TMDL project and
$640,000 for the Tuscarora Creek Flood Mitigation project.
SECTION II. The Town Manager is authorized to execute any and all documents
associated with the grant application.
