AN ORDINANCE TO ANNEX TO THE CITY OF RICHMOND, INDIANA, CERTAIN TERRITORY
CONTIGUOUS THERETO, DESCRIBING THE SAME, PROVIDING FOR THE PUBLICATION
THEREOF, AND FIXING THE TIME WHEN THE SAME SHALL TAKE EFFECT.
BE IT ORDAINED by the Common Council of the City of Richmond, Indiana.
o SECTION 1. That the following described territory be annexed to and declared
to be a part of said City of Richmond, Indiana.
Being a part of the Southwest Quarter of Section 35, Township 14 North,
Range 1 West, Wayne County, Richmond, Indiana.
Commencing at the northeast corner of said Southwest Quarter and running
thence south along the East Section line of said Southwest Quarter a
distance of 820.96 feet to a railroad spike and the point of beginning of
this description; thence south along said East Section line 131 feet to a
railroad spike and the north right-of-way of Woodside Drive; thence south
67°54' west 155 feet along said right-of-way to a pipe; thence north 120
feet to a point; thence north 39043'55" east 90.13 feet to a point; thence
east 86 feet to the point of beginning.
Containing an area of 0.48 acres more or less.
Subject to the right-of-way of Hayes Arboretum Road.
SECTION 2. The terms and conditions applicable to the annexation of the
aforedescribed real estate in Section 1, are as follows:
A. That all of the above described real estate to be annexed into
the City of Richmond, Indiana, shall be annexed and simultaneously
therewith zoned into R-1 Single Family Residential District as
defined and described in Article 20 of the Zoning Ordinance of
the City of Richmond, Indiana.
SECTION 3. The terms and conditions applicable to this annexation, as set
forth in Section 2, above, are deemed just and reasonable.
SECTION 4. This Ordinance shall be in full force and effect from and after
its passage and approval by the Mayor and publication as by law required.

The amount of Federal Revenue funds each community r: ceives is based upon population, income and taxes.
Since your community has annexed land with the eff�,ctive dates of these annexations being between January
1, 1975 and December 31, 1975, your population and taxes have probably changed. In order to receive the
proper amount of Revenue Sharing money. it is necesary to have your community's boundary changes
certified.
It is our responsibility to certify boundary changes by respective Indiana communities to the United States
Government. The purpose of this certification is to enable appropriate Indiana communities to receive adjust-
ments in their Revenue Sharing entitlements, pursuant ,o their houndary changes.
Under Indiana law we may certify a boundary change upon receipt of the following information:
I . A copy of each and every ordinai_,.,c authorizing the change; each copy must be executed in the legal
manner prescribed by Indiana state law (Note: please forward only those ordinances that became
effective between January 1, 1975 and Deceniher 31, 1975; numerous communities passed ordi-
nances during the stated time but they did not become effective within same); and
2. A certificate by the Clerk -Treasurer (Note: only the Clerk -Treasurer can prepare this certificate; the
certificate should be under separate cover and not written on the respective ordinances) which
includes the following items:
a. A statement of certification wherein the respective Clerk -Treasurer certifies the legal validity of
the respective ordinances; and
b. Date of the certification; and
c. Statement of the effective date of each :,n<t every ordinance (Note: where public notice of the
ordinance is required, the effective date will not be the date when the ordinance was passed); and
d. Signature of the Clerk -Treasurer; and
e. Seal of the community (Note: the use of the seal on the respective certification statement is
absolutely necessary).
Unless each of the items stated above is performed by the respective Clerk -Treasurer, the certification process
cannot be completed. Please pay particular attention to the- stated instructions.
Copies of the ordinances and certifications must be received by this agency before Friday, June 25, 1976. On
that date we must forward all collected data to the Bureau of the Census. Any data received by this agency on
or after June 25, 1976 will be forwarded to the Bureau of the Census but it will probably be ineligible for
entitlement adjustment. So that your community receives its fair share, please meet the deadline.

Dear President Merchanthouse, Council Members & Mrs. Mellen;
The Richmond City Plan Commission held a public hearing on
Tuesday, January 28, 1975 at 7:30 P.M. in the Council Chambers
of the Richmond Municipal Building on the petition of the
Board of Works, Richmond, Indiana, requesting a Special Use
in a R-1 Zone for a fire station to be built on part of the
property commonly known as Hayes Arboretum.
All parties interested in or affected by this request were heard.
No remonstrances were presented at the hearing. Ten (10) letters
were sent to adjoining property owners and only two (2) were
returned and both were favorable.
On this same date, the Plan Commission voted unanimously
to recommend approval of the rezoning to Common Council.
Mrs. Bartz was the only member absent from the meeting.
