RESOLUTION NO. 2013-146 ADOPTED December 10, 2013
A RESOLUTION: INITIATE, REVIEW AND UPDATE THE PROFFER POLICY FOR
SCHOOL CAPITAL INTENSITY FACTORS AS ADOPTED BY TOWN
COUNCIL RESOLUTION#2005-111.
WHEREAS, the Section 15.2-2297 et seq. of the Code of Virginia allows local zoning
ordinances to include and provide for voluntary proffering in writing, by the owner, of reasonable
conditions to be applied to a proposed rezoning; and
WHEREAS, the Section 3.3.16 of the Zoning Ordinance of the Town of Leesburg provides
for the voluntary proffering of such conditions to be applied to a proposed rezoning; and
WHEREAS, on July 12, 2005 the Town of Leesburg adopted by resolution capital intensity
factors to assist the Town in an equitable and uniform evaluation of developer proffers; and
WHEREAS, Loudoun County Public Schools has the following facility standards: up to 875
students per elementary school, up to 1350 students per middle school, and up to 1800 students per
high school; and
WHEREAS, Loudoun County Public Schools has determined that in the Leesburg area on
average each single-family detached dwelling unit generates 0.87 children, each single-family
attached dwelling unit generates 0.51 children, and each multifamily dwelling unit generates 0.26
children; and
WHEREAS,the county's current capital intensity factor for school facilities, which was
derived from facility standards and student-generation rates of Loudoun County Public Schools, is
$33,450 for single-family detached dwelling units, $19,608 for single-family attached dwelling
units, and $9,996 for multifamily dwelling units, with such factor applied to each dwelling unit
approved in a rezoning above the number of units allowed under the existing zoning; and

COUNCIL RESOLUTION#2005-111.
WHEREAS, the Town Council has been informed that the present Capital Intensity Factors
adopted in 2005 may need to be updated.
THEREFORE RESOLVED, by the Council of the Town of Leesburg in Virginia that the
Town shall review and make a recommendation for updating the Capital Intensity Factor consistent
with the guidelines as adopted by Loudoun County.
