Mayor Tyrell called the regular meeting of the City Council to 2. order at 7:30 P. M. Father Fallon of St. Luke's Catholic Church,. of 9451 Broadway, Temple City, gave the invocation. The Mayor 3. then led the Pledge of Allegiance to the Flag. 4. ROLL CALL: PRESENT: Councilmen -Beckley, Briggs, Harker, Merritt, Tyrell ASSENT: Councilmen -None ALSO PRESENT: City Attorney Martin, Public Works Director Pizzor- no, City Manager Koski, and Asst. to the City Manager Recupero, Traffic Engineer Envall 5. APPROVAL OF MINUTES: Regular meeting of October 4, 1966. Councilman Merritt moved to approve the minutes of the regular meeting of October 4, 1966, as mailed, Councilman Briggs second- ed, and the motion was carried as follows: AYES: Councilmen- Beckley, Briggs,.Merritt, Tyrell ABSTAINING: Councilman -Harker NOES: Councilmen -None UNFINISHED BUSINESS: 6. RESOLUTION NO. 66-666: Rule of Parliamentary Procedure City Attorney Martin read title to Resolution No. 66-666 A RE- SOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ADOPTING A RULE OF PARLIAMENTARY PROCEDURE. Councilman Beckley moved to, adopt Resolution No. 66-666, Councilman Harker seconded, and the motion was carried by the following roil call vote: AYES: Councilmen -Beckley, Briggs, Harker, Merritt, Tyrell NOES: Councilmen -None ABSENT: Councilmen -None Mayor Tyrell stated a plaque had been prepared for John Clemson who is expected to be in town next Monday or Tuesday night. The plaque would be in recognition of his community leadership and service. The Council was unanimous in approval of the plaque and agreed the presentation should be made at such time as Mr. Clemson is here. PUBLIC HEARING: 7:30 P. M. re EXTENSION OF EXISTING INTERIM ORDINANCES NO. 66-207 ON KENNELS, ETC., AND NO. 66-208 ON SERVICE STATIONS AND DRIVE-IN RESTAURANTS, WHICH EXPIRE ON NOVEMBER 16, 1966. City Attorney Martin advised Ordinances No. 66-207 and 66-208 were temporary ordinances pending adoption of the new Zoning Code. This is a routine extension of these interim ordinances. Mayor Tyrell declared the Public Hearing opened and asked if anyone wished to speak for or against this extension and no one came forward to speak. Councilman Merritt moved to close the Public Hearing, Councilman Briggs seconded, and the motion was unanimously carried. City Attorney Martin presented Ordinance No. 66-210 AN ORDiNANCE OF THE CITY OF TEMPLE CiTY EXTENDING ORDINANCES NO. 66-207 AND NO. 66-208 for a period of ninety days from November 16 , 1966, to be adopted as an urgency ordinance. Councilman Harker rpoved to waive further reading and adopt Ordinance No. 66-210, Councilman Beckley seconded, and the motion carried unanimously. PUBLIC HEARING: 7:30 P. M. ASSESSMENT - CURB & GUTTER, 9331 Broadway, the north side, in the amount of $117. Public Works Director Pizzorno presented a letter received Oct. 31 from the Security First National Bank, Escrow Dept., advising this property was in the process of being sold and that they had been instructed to forward a check for $117. to the City at the close of escrow to cover this cost. -_Mayor Tyrell declared the Public Hearing opened and asked if any - 964 Council Minutes, November 1, 1966, page 2 one wished to speak for or against this assessment. No one came forward to speak. Councilman Harker moved to close the Public Hearing, Councilman Merritt seconded, and the motion carried unanimously. Councilman Harker moved to approve the assessment and direct that the property be so assessed, Councilman Merritt seconded, and the motion was unanimously carried. 7. RESOLUTION NO. 66-667: appointing Council member to City Selec- tion Committee. City Manager Koski presented Resolution No. 66-667 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, CALIFORNIA, APPOINTING A MEMBER OF SAID COUNCIL OF SAID CITY TO THE CITY SELECTION COMMITTEE PURSUANT TO PART 3 OF DIVISION 10 OF THE PUBLIC UTILITIES CODE. He explained this Committee is a part of the Southern Calif. Rapid Transit District and the Resolution appoints Councilman Beckley to replace Councilman Clemson who resigned. Councilman Merritt moved to adopt Resolution No. 66- 667, Councilman Briggs seconded, and the motion carried unanimous ly. 8. SALE OF SURPLUS CITY PROPERTY: Daines Dr. & Baldwin Ave., south- east corner. City Manager Koski stated the property in question was a house and garage to be moved and that John Hewko of 10109 La Rosa Dr. had submitted a bid of $1500. subject to a variance being grant- ed. The bid was held in abeyance until action by the Planning Commission was completed. The Planning Commission did approve the variance request with some minor modification and the appeal period from their decision ends on Friday, November 4. Followinc_, discussion Councilman Beckley moved to approve the bid offer subject to no appeal being filed on the variance approval and subject to acceptance of conditions to granting, Councilman Harker seconded, and the motion carried unanimously. NEW BUSINESS: 9. RESOLUTION NO. 66-668: appointing temporary employees, Parks & Recreation Depts. City Manager Koski presented Resolution No. 66-668 A RESOLUTION OF THE CITY OF TEMPLE CITY APPOINTING TEMPORARY EMPLOYEES. Councilman Merritt moved to adopt Resolution No. 66-668, Council man Briggs seconded, and the motion carried unanimously. 10. RESOLUTION NO. 66-670: Annexation to County Lighting Maintenance District #1395, Petition No. 85-56 Public Works Director Pizzorno presented a letter from the Los Angeles County Road Department requesting permission from the City Council for annexation to County Lighting Maintenance Dist. #1395 for area of Rosevale Ave., a cul de sac north of La Rosa Dr., Petition No. 85-56. Following discussion Councilman Beckley moved to adopt Resolution No. 66-670, Councilman Harker seconded, and the motion was unanimously carried. 11. RESOLUTION NO. 66-671: appointing temporary employee -- Clerk -Typist City Manager Koski presented Resolution No. 66-671 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY APPOINTING TEM- PORARY CLERK -TYPIST., Councilman Briggs moved to adopt Resolu- tion No. 66-671, Councilman Merritt seconded, and the motion was unanimously carried. 12. PARKING COMMISSION RECOMMENDATIONS: A. Temporary Paving of new lots: Recommend temporary paving of the new parking lot on Temple City Blvd., together with mini- mal striping, at approximate cost of $225. Following discussion Councilman Harker moved to approve this recommendation, Councilman Beckley seconded, and the motion carried unanimously. B. Review of 4 -hour restrictions on Public -Parking Lots: Recommend placement of 4 -hour restriction signs on southerly portion of Lot "D" easterly of Temple City Blvd., and on "C" southerly portion on east side of Primrose Ave., 4 signs and 4 posts for each lot. 965 Council Minutes, November 1, 1966, page 3 City Manager Koski advised the estimated cost about $50. Follow- ing discussion Councilman Merritt moved to approve recommendation B. Councilman Briggs seconded and the motion carried unanimously, C. Matters.from City Officials: Commission indicates approval of proposed Meter Maid Service and request the City Council to study the subject further. The City Manager presented the above recommendation and the Council will consider the matter further. D. Recommend placement of a sign on lot on Kauffman Ave. to read "Unimproved Parking - Park at Your Own Risk". The City Mana- ger presented the above recommendation. Following discussion Councilman Harker moved to accept the recommendation and to instruct the City Manager to have the lot so signed, Council- man Beckley seconded and the motion carried unanimously. Councilman Merritt referred to item "C" for the benefit of the audience and explained this did not refer to parking meters but this applied to marking of cars. 13. PARKS & RECREATION COMMISSION RECOMMENDATIONS: A. Recommend that the City Co-sponsor the Temple City Chief's Lacrosse Club for the 1966-67 season. City Manager Koski presented the above recommendation. Coun- cilman Beckley moved to approve the recommendation, Councilman Harker seconded and the motion was unanimously carried. 14. TRAFFIC COMMISSION RECOMMENDATIONS: A. Recommend sign "Freeway" with appropriate arrow be placed on Temple City Blvd. Traffic Engineer Envall presented the re- commendation. Councilman Merritt moved to approve, Council- man Briggs seconded, and the motion was unanimously carried. B. Primrose Ave. & Longden Ave: recommend "Not a Through Street" sign be placed on east side of Primrose Ave. at north line of Longden Ave. Traffic Engineer Envall presented the above recommendation. Councilman Briggs seconded, and the motion carried unanimously. \ Recommend signs of a non -regulatory nature be handled directly• by the Public Works Director, funding available. Traffic Engineer Envall explained certain signs require Coun- cil action. The thinking of the Commission was that non - regulatory signs could be handled by the Public Works Directc> rather than come as a recommendation for Council action. Following discussion the Council requested a policy be pro- posed with guide lines to be approved by the Traffic Commis- sion and sent to the Council as a recommendation before any action would be taken by the Council. 15. RESOLUTION NO. 66-669: Warrants & Demands City Manager Koski presented Resolution No. 66-669 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS AND DEMANDS IN THE SUM OF $139,137.25, DEMAND NOS. 8873 THROUGH 8961. Following discussion Councilman Merritt moved to adopt Resolution No. 66-669, Councilman Harker seconded, and the motion was unanimously carried. C. Encinita Ave. & Hermosa Drive: recommend 20 ft. of red curb on west side of Encinita Ave. extending north of Hermosa Ave., and 10 ft. of red curb on the west side of Encinita"Ave. south of Hermosa Ave., and 16 ft. of red curb on east side of'. Encinita Ave, southerly of alley. Traffic Engineer Envall presented the above recommendation. Councilman Merritt moved to approve recommendation C, Councilman Briggs seconded,'and the motion was carried unanimously. D. Recommend 24 ft, of red curb be placed in front of fire hydrar. on Las Tunas Dr. and 20 ft. from corner on Reno, on the north, - west corner of Reno and Las Tunas Dr. The Traffic Engineer presented the above recommendation. Councilman Harker moved to approve, Councilman Beckley seconded, and the motion carri- ed unanimously. 15. RESOLUTION NO. 66-669: Warrants & Demands City Manager Koski presented Resolution No. 66-669 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS AND DEMANDS IN THE SUM OF $139,137.25, DEMAND NOS. 8873 THROUGH 8961. Following discussion Councilman Merritt moved to adopt Resolution No. 66-669, Councilman Harker seconded, and the motion was unanimously carried. Council Minutes, November 1, 1966, page 4 16. SET PUBLIC HEARINGS: a. CURB & GUTTER: Garibaldi, west side, St. James to Primrose b. SIDEWALKS: west side of Baldwin Ave., Lower Azusa to La Rosa. Councilman Harker moved to set items a and b for Public Hearing on November 15, 1966, at 7:30 P. M., Councilman Beckley seconded. and the motion was carried unanimously. 17. TRACT #29316: ROY M. ALMQUiST, ET AL, La Rosa Dr, north side between Ryland and Glickman Ave. A. Approval of survey monument work and authorization of $530, refund to Roy M. Almquist, et al, for cash deposit guarantee- ing installation of tract monuments. Public Works Director Pizzorno presented a letter from the County Engineer making the above recommendations to the Coun- cil. Councilman Merritt moved to approve item A as recommend- ed and to authorize the refund of $350. to Roy M. Almquist, et al, Councilman Harker seconded, and the motion carried un- animously. B. Public Works Director Pizzorno presented a letter from the developers of Tract #29316 requesting that an accessory build- ing which is to be demolished be allowed to Tremain until May 1, 1367; This building is a combination garage and hobby shop and Mr. Hewko, one of the developers, demolished all of his buildings and will have a new home in the tract, desires to store his household goods in this building until his new home is built. Mr. Pizzorno advised that the Tract should be completed and the final tract map presented to the Council within a few weeks when the acceptance of all improvements is made by the Council and refund authorized for cash deposit for faithful performance. 1t was suggested a 10% retention of these funds could be retained until the demolition of this building is completed if allowed to 'remain until May 1, 1967. Following discussion and recommendation of the City Attorney Councilman Beckley moved to extend the completion date of the Tract to May 1, 1967, Councilman Merritt seconded, and the motion carried unanimously. It was agreed that when the County Engineer and Road Dept. recommend acceptance of the improvements and authorization of the refund of the cash deposits made for faithful performance that a 10% retention could be held until such time as the accessory building is demolished prior to May 1, 1967. 18. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:. Louis Gilbertson, 9232 Sparklett Ave., spoke in behalf of Temple City Pop Warner Football, Inc., and extended a dinner invitation to the Mayor and his wife as his guests to attend the award ban- quet to be held at the Santa Fe inn on Saturday, Nov. 19. He also invited the other Councilmen to attend also. He then in- troduced Mr. Gerry Findley, Vice President of the organization who explained in detail the First Annual Temple City Pop Warner Camellia Bowl which will be held on November 20 at the north field of the High School. At this time he explained this Bowl will feature the Temple City Pop Warner Rams, both the pee -wee and midget teams against championship out of area teams yet to be selected. They also requested the City Council to declare the week of November 12th as "Temple City Pop Warner Camellia Bowl Week".The Council indicated approval and the Mayor so pro- claimed. They additionally requested permission to hang street banners the week of November 13-21. Councilman Briggs moved to approve the hanging of the street banners subject to insurance requirements, Councilman Merritt seconded, and the motion carrier unanimously. 19. MATTERS FROM CiTY OFFICIALS: Public Works Director Pizzorno presented a letter from the Road Dept. recommending the Council accept the improvements which are completed in Tract #28317, Chet Otting, et al, and that the faithful performance bond be released. Councilman Merritt moved to accept the work and authorize the cancellation of the faithful performance bond, Councilman Briggs seconded, and the motion was unanimously carried. Mr. Pizzorno also presented bids for the half ton pick -tip truck and advised John Noyes Ford was the low bidder. This bid was 967 Council Minutes, November 1, 1966, Page S over the budgeted amount in the sum of $373.54 which is needed to complete the transaction and he recommended Council approval. He also requested authorization to enter into a lease -purchase Agreement for a Wayne brush -chipper from the Dearth Co. Follow- ing discussion Councilman Briggs moved to approve both recommen- dations and to provide the necessary additional means to accom- plish them, Councilman Merritt seconded, and the motion was unanimously carried. Mr. Recupero, Assistant to the City Manager, presented a recom- mendation for the purchase of A. B. Dick off -set printing equip- ment from Uehle, Harmon & File, in the sum of $1076.66, the pur- chase to include supplies on hand for its use. Councilman Beck- ley moved to approve, Councilman Harker seconded, and the motion was unanimously carried to purchase the equipment and supplies. Mr. Recupero also recommended purchase of Motorola equipment which is budgeted in the amount of $682. for such purpose. Coun- cilman Merritt moved to approve the purchase, Councilman Briggs: seconded, and the motion was carried unanimously. City Manager Koski presented Ordinance No. 66-211 AN ORDINANCE OF THE CITY OF TEMPLE CITY AMENDING SECTION 2302 OF THE TEMPLE CITY MUNICIPAL CODE RELATING TO THE SALARY OF THE CITY TREASURER,, Councilman Briggs moved to waive further reading of Ordinance No. 66-211, Councilman Merritt seconded, and the motion was un- animously carried. No further action was taken as this was the first reading of the ordinance. The City Manager presented Resolution No. 66-673 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY APPOINTING LUCILLE M. BULLARD AS SECRETARY. Councilman Merritt moved to adopt Reso lution No. 66-673, Councilman Beckley seconded, and the motion was carried unanimously. City Manager Koski presented Resolution No. 66-674 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY APPOINTING PERSON- NEL FOR ROADSIDE TREE PROGRAM. Councilman Briggs moved to adopt-­ Resolution doptResolution No. 66-674, Councilman Merritt seconded, and the motion was unanimously carried. The City Manager requested the Councilmen to bring any items with them they wished discussed at the study session on Thursday even- ing. City Manager Koski presented Resolution No. 66-672 which endorses and supports Proposition 1-A in the November 8 election and urges and recommends all citizens of Temple City to vote yes on this proposition. Councilman Harker moved to adopt Resolution No. 66- 672, Councilman Briggs seconded, and the motion was unanimously carried. Councilman Beckley brought up the signs at Rosemead in the mediar strip re the City of Temple City and felt a sign should be place,. at the western boundary of the City on Las Tunas Dr. and possibl, Baldwin Ave. at north and south boundaries. As the Jr. Chamber installed these it was recommended they be contacted and see what can be worked out. Councilman Harker referred to an abandoned old black car at Lowe Azusa and Baldwin Ave. The City Manager will check with the Sheriff and get it removed. Councilman Merritt asked about installation of sprinklers on the divider on Baldwin Ave. and was advised this is being done. Mayor Tyrell presented a request from T. C. Legion Post 279 to proclaim November 11 as Veterans Day. Councilman Merritt moved to so proclaim, Councilman Briggs seconded, and the motion was carried unanimously. Councilman Harker moved to declare the week of Nov. 18-24 as Farm City Week as requested by the League of Calif. Cities., Council- man Merritt seconded, and the motion was unanimously carried. 1 Council Minutes, November 1, 1966, page 6 20. ADJOURNMENT: Councilman Briggs moved to adjourn, Councilman Beckley seconded, and the motion was unanimously carried. Coun- cil adjourned at 9:00 P. M. The next regular meeting of the City Council will be November 15, 1966, at 7:30 P. M. in the Council Chambers of the City Hall, 5938 Kauffman Ave., Temple City.
