A RESOLUTION: AUTHORIZING THE TOWN MANAGER TO ENTER INTO AN
AGREEMENT WITH LOUDOUN WATER REGARDING THE
PROVISION OF RECLAIMED/REUSED/EFFLUENT WATER TO THE
GREEN ENERGY POWER PLANT
WHEREAS, as part of the construction of the natural gas-fired hybrid energy electrical
power generation facility ("Green Energy Power Plant") by Green Energy Partners/Stonewall LLC
and Stonewall Creek, LLC, non-potable reclaimed/reused effluent water will be needed by the
Green Energy Power Plant for the creation of steam to drive turbines used for electrical power
generation; and
WHEREAS, Loudoun County Sanitation Authority ("Loudoun Water") currently provides
reclaimed/reused effluent water to customers and the Town will have the capability to do so in the
near future; and
WHEREAS,the Town and Loudoun Water have agreed that the Town will provide
reclaimed/reused effluent water to the Green Energy Plant; and
WHEREAS, an agreement is needed between Loudoun Water and the Town which sets
forth the conditions and details of the Town's provision of reclaimed/reused effluent water to the
Green Energy Plant.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia that the
Town Council authorizes the Town Manager to enter into an Agreement with Loudoun Water, in a
form approved by the Town Attorney,which provides for the supply of reclaimed water to
properties outside the Town's water and sewer service area.
