RESOLUTION NO. 2014-021 ADOPTED February 25,2014
A RESOLUTION: AWARDING THE CONSTRUCTION CONTRACT FOR THE
EDWARDS FERRY ROAD WATERLINE IMPROVEMENTS PROJECT
TO DEBORN CONSTRUCTION, INC. IN THE AMOUNT OF
$131,480.00.
WHEREAS,the Edwards Ferry Road Waterline Improvements project is a fully funded
capital project;and
WHEREAS,this contract award is for the Edwards Ferry Road waterline improvements
between Harrison Street and Church Street; and
WHEREAS,in response to a public solicitation for bids for construction of the Edwards
Ferry Road Waterline Improvements project,the Town received five bids on January 28,2014,
from the following firms:
• DeBorn Construction, Inc. $ 131,480.00
• Arthur Construction $ 154,915.00
• Fuog/Interbuild $ 181,912.60
• American Contractors $ 216,644.00
• Utilities Unlimited, LLC $ 298,000.00
WHEREAS,the bids were evaluated by the Director of the Office of Capital Projects and
the Chief Procurement Officer in accordance with the Town's Procurement Policy; and
WHEREAS, DeBorn Construction Inc. was determined to be the lowest responsive and
responsible bidder; and
WHEREAS,this is a unit price contract and the estimated quantities multiplied by the unit
price have established the not to exceed contract price; and
WHEREAS,change order procedures are detailed in the bid specifications; and

TO DEBORN CONSTRUCTION, INC. IN THE AMOUNT OF
$131,480.00.
WHEREAS,there are sufficient funds in the Utilities misc.waterline and sanitary sewer
improvement project within the Capital Projects Fund,no additional funding is needed to award
this contract.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute a contract, in a form approved by the Town Attorney,with
DeBorn Construction, Inc. in the amount of$131,480.00 for the construction of the Edwards Ferry
Waterline Improvements project.
PASSED this 25th day of February,2014.
