RESOLUTION NO. 2014-022 ADOPTED February 25,2014
A RESOLUTION: AWARDING THE CONSTRUCTION CONTRACT FOR THE
EDWARDS FERRY AT ROUTE 15 BYPASS RIGHT TURN LANE
IMPROVEMENTS PROJECT TO GENERAL EXCAVATION, INC. IN
THE AMOUNT OF $810,762.00.
WHEREAS,the Edwards Ferry at Route 15 Bypass Right Turn Lane Improvements is a
fully funded Capital Project; and
WHEREAS,the Virginia Department of Transportation has provided funding in the
amount of approximately $344,000 for construction and the Town's share for design, inspection
and construction is approximately $916,000; and
WHEREAS, in response to public solicitation for bids for construction of the Edwards
Ferry at Route 15 Bypass Right Turn Lane Improvements project,the Town received six bids on
January 23, 2014 from the following firms:
• General Excavation, Inc. $ 810,762.00
• Arthur Construction Company, Inc. $ 844,696.00
• LaTerre Construction Company $ 868,439.00
• Fort Myer Construction Corporation $ 972,537.42
• A&M Concrete $1,023,540.50
• Jeffery Stack, Inc. $1,147,356.00
WHEREAS,the bids were evaluated by the Director of the Office of Capital Projects and
the Chief Procurement Officer in accordance with the Town's Procurement Policy; and
WHEREAS,the Virginia Department of Transportation reviewed the bid package and has
provided their authorization to award the contract; and
WHEREAS, General Excavation, Inc. was determined the lowest responsive and
responsible bidder; and

IMPROVEMENTS PROJECT TO GENERAL EXCAVATION, INC. IN
THE AMOUNT OF $810,762.
WHEREAS,this is a unit price contract and the estimated quantities multiplied by the unit
price have established the not to exceed contract price; and
WHEREAS, change order procedures are detailed in the bid specifications; and
WHEREAS,no additional funding is needed to award this contract.
THEREFORE,RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute a contract in a form approved by the Town Attorney with
General Excavation, Inc. in the amount of$810,762.00 for the construction of the Edwards Ferry at
Route 15 Bypass Right Turn Lane Improvements project.
PASSED this 25th day of February, 2014.
