RESOLUTION NO. 2014-023 ADOPTED February 25,2014
A RESOLUTION: AWARDING THE CONTRACT FOR THE FLOCCULATION BASIN
RECOATING PROJECT TO EASTERN WATERPROOFING, CO., INC.
AT THE KENNETH B ROLLINS WATER TREATMENT PLANT IN
THE AMOUNT OF $126,290.00.
WHEREAS,the Flocculation Basin Recoating project is fully funded through the adopted
Fiscal Year 2014 budget; and
WHEREAS,this contract award is for the Flocculation Basin Recoating project at the
Kenneth B. Rollins Water Treatment Plant; and
WHEREAS, in response to a public solicitation for bids for Flocculation Basin Recoating
project,the Town received five bids on February 6,2014, from the following firms:
• Eastern Waterproofing Co., Inc. $ 126,290.00
• Polycoat, Inc. $ 131,100.00
• Concrete Services, Inc. $ 156,325.00
• Gearhart Construction Services $ 237,200.00
• Structural Preservation Systems $ 261,150.00
WHEREAS,the bids were evaluated by the Director of the Office of Capital Projects and
the Chief Procurement Officer in accordance with the Town's Procurement Policy; and
WHEREAS, Eastern Waterproofing Co., Inc.was determined to be the lowest responsive
and responsible bidder; and
WHEREAS,this is a unit price contract and the estimated quantities multiplied by the unit
price have established the not to exceed contract price; and
WHEREAS,change order procedures are detailed in the bid specifications; and
WHEREAS,there are sufficient funds in the adopted Fiscal Year 2014 budget,no
additional funding is needed to award this contract.

A RESOLUTION: AWARDING THE CONTRACT FOR THE FLOCCULATION BASIN
RECOATING PROJECT AT THE KENNETH B ROLLINS WATER
TREATMENT PLANT TO EASTERN WATERPROOFING CO. INC. IN
THE AMOUNT OF $126,290.00.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute a contract, in a form approved by the Town Attorney,with
Eastern Waterproofing Co.,Inc. in the amount of$126,290.00 for the completion of the
Flocculation Basin Recoating project.
PASSED this 25th day of February, 2014.
