Brewster Town Office Building Chairman Bugle convened the Planning Board work session at 6:30 pm in the Brewster Town Office Building with members Taylor, Pierce, Barnard, McMullen and Tubman. Also present Sue Leven, Town Planner; Peter Johnson and Don Keeran Work session: Review and Discuss proposed bylaws for Fall Town Meeting 1. Scenic Roads: A discussion and suggested changes were noted. In addition, Bugle noted he would rewrite the enforcement section of the proposed bylaw and bring it back to the Board for the next work session. Ms. Leven would make all other changes. 2. Conservation Subdivision -New name: Natural Resource Protection Design: A review of the draft bylaw occurred and several changes were noted. McMullen expressed concern about adding another set of regulations for only a specific area in Town. If this is such a good bylaw then it should apply throughout the Town. In addition, he was concerned that this was going through without careful review. The Board hasn't heard a subdivision application in the past year and felt there was no rush and it could wait until the spring. Leven: Currently, there is protection with the DCPC. However, the moratorium is ending in October. This bylaw would preserve open space and protect the drinking water. Barnard: Felt the intent of the bylaw was good for the following reasons: 1. Decrease the sprawling nature of subdivisions 2. Increase the treatment systems 3. Protect the water. McMullen: would like to get input from the developers -Leven would call Eastward Homes and a couple other developers and invite them to the work session. The bylaw has been sent to departments for their review. The Board was particularly interested in receiving input from the Board of Health. Leven was planning on attending the next BOH meeting to discuss further. Planning Board Meeting Page 1 of 2 08-05-09 3. Accessory Apartments It was decided to wait until the spring for this bylaw because the Housing Partnership needs to be involved and there just wasn't enough time now. 4. Solar Energy Bugle noted that Dennis was currently having an issue with solar energy and Brewster should wait until that was figured out before this bylaw went to Town Meeting. 5. Water Quality Review Protection -modifications: It was agreed to discuss at the next meeting. Barnard: Motioned to adjourn. Seconded by Tubman. All Aye.
