Councilman Buzzy Sklar Bal Harbour Village Council Retreat Minutes January 17, 2019 from 3:00 PM until 7:30 PM and January 18, 2019 from 9:00 AM until 4:00 PM St. Regis Bal Harbour Resort • 9701 Collins Avenue • Bal Harbour • Florida 33154 January 17, 2019 CALL TO ORDER - Mayor Groisman called the meeting to order at 9:00 AM. Gonzalez, Village Manager Dwight S. Danie, Village Clerk Susan Trevarthen, Village Attorney Ramiro Inguanzo, Assistant Village Manager Dr. Rick Jensen, Retreat Facilitator WELCOME AND INTRODUCTIONS Mayor Groisman welcomed all those present and Mr. Gonzalez introduced Dr. Jensen. Dr. Jensen provided an overview of the 2-day Agenda which would focus on functioning as a high performing team. He reviewed the rules of engagement for the retreat. He described the roles and responsibilities of Council Members that included visioning, process improvement, policy setting, strategic leadership and budget approval and strongly recommended that they fly high/stay out of the weeds. EFFECTIVE NEW TEAMMATE INTEGRATION Dr. Jensen the reviewed the DISC Profiles (Dominance, Influence, Steadiness, Conscientiousness) of those present, explaining how it could be helpful to understand differences in others when communicating and decision -making. Dr. Jensen then led members of the Retreat through an exercise, Effective New Teammate Integration, where members were challenged with integrating new members into existing teams. Mr. Gonzalez provided a handout entitled "The Bal Harbour Experience" that was developed during the first annual Bal Harbour Village Council Retreat in November of 2017 (see Attachment) that described Bal Harbour's identity, vision, mission, and values. There was unanimous consensus from Council Members to accept all the elements as they were presented. CLARIFYING THE TEAM'S PRIORITIES After a short break, Council Members were then provided a list of 2019 initiatives that were placed into the categories: Governance/Administration, Beautiful Environment, Destination & Amenities, Exclusivity & Access, Safety, Resilient & Sustainable Community and Other (write-in). They were then asked to prioritize their top 7 initiatives and identify their 5 lowest priority initiatives. The 2019 initiatives that received the highest priority, ranked in order, were: 1. Waterfront Park Development 2. Jetty/Cutwalk/96th Street -End Design Development 3. Beach Renourishment/Sand By -Pass Project 4. Collins Corridor Design 5. Utility Master Plan 6. Charter Review 7. Single Use Plastic Ordinance COUNCIL DISCUSSION - COUNCIL MEMBER TOPICS A series of discussions ensued regarding the following topics: • Meeting Protocol, for which there was a general consensus to have the Sergeant at Arms be have more presence during meeting disruptions; • Holiday Lights, for which there was a general consensus to keep the current street display but enhance the tree display; • Charter Review, for which there was a general consensus to focus only on clean-up and clarifying the existing Charter as identified by Staff; • Order of Voting, for which there was a general consensus by Councilmembers to have the Village Clerk call the names in a random order for roll call votes; • Council Salaries, for which there was a general consensus by Councilmembers notto change the status quo created bythe Village Charter and Code of requiring seated Councilmembers to wait until their next term to receive a salary modification; • Redistricting, for which there was a general consensus to revisit the issue after the 2020 census; bal Harbour Village Council Retreat Meeting Minutes — Jan. 17 8 18, 2019 P a g e 1 2 " Supplemental Insurance Benefits, for which there was a general consensus by Councilmembers to have the Village Manager present options for access, with no subsidy parameters to ensure that there is no adverse selection; " Retirement Pension Benefits, for which there was a general consensus by Councilmembers to review options once an actuarial impact analysis is conducted. Dr. Jensen then recessed the retreat at 7:30 PM Friday, January 18 2019 Dr. Jensen reconvened the retreat at 9:00 AM. COUNCIL MEMBER TOPICS - COUNCIL MEMBER TOPICS (continued) A series of discussions ensued regarding the following topics; " Public/Private Representation for which there was a general consensus that Council Members could use their titles to address issues, and that they needed to be thoughtful and clear of Council vs. personal representation, and if possible, bring up the issue in advanced during Council meetings; and " Meeting Protocol for which there was a general consensus that discussion be more open and mutual, that the order for addressing items should be 1) clarify the item, 2) Public input, 3) Council discussion, and 4) vote, and to try to discuss legalities prior to the meeting. EFFECTIVE DECISION -MAKING Dr. Jensen then led members of the Retreat through an exercise, Effective Decision - Making is a Matter of "Survival", where members were challenged with gathering and sharing information and to leverage and entire team's capabilities. STRATEGIC ISSUES & CAPITAL IMPROVEMENTS Mr. Gonzalez presented a Gannt Chart illustrating the planned Capital Program schedules for the Utility Master Plan projects, the new Operations Facility, the Waterfront Park, the new Village Hall, the Jetty/Cutwalk/96th Street project, and the Collins Corridor (see Attachment 2). For each project, he then detailed proposed expenses, with revenue sources, for each Fiscal Year throughout 2023 and future years see Attachment 3). There was a general consensus to accept the project schedules as presented, and the expenditures/revenue and future timing will continue to be refined through the Village's annual budget process. Discussion Item: New Parks & Public Spaces Facility Mr. Gonzalez briefly described the finalized purchase of the future Parks and Public Spaces Operations Facility at 1840 NE 144 Street in North Miami and described the next steps necessary to renovate and reconfigure the property. bat Harbour Village Council Retreat Meeting Minutes  Jan. 17 8 18, 2019 P a g e 13 Discussion Item: Utility Masterplan Mr. Gonzalez described status of Utility Masterplan and the phases of the work remaining to be done in the Gated Residential Community and along Collins Avenue. Discussion Item: Waterfront Park Mr. Gonzalez described the Council approved Site Plan Option 2 for the Waterfront Park which provides for 3-level Community Center at the North end of the Park and a Covered Parking/Recreation Center at the existing Village Hall site and Development Agreement amendment term to engage Zyscovich Architects to complete the Park construction drawings. He then described the two construction phases, construction on the existing Village Hall site being the second phase. He added that he would obtain community input through dialog and focus groups. Mayor Groisman said that he would communicate with the Civic Association regarding access to the park from the Gated Community. Discussion Item: Jetty Cut Walk 96th Street Terminus Mr. Gonzalez described the newest Request for Qualifications (RFQ) for Landscape Architecture and Engineering Services for the Jetty/Cutwalk/96th Street projects. He then presented ideas submitted by current and past RFQ respondents. He stated that the procurement procedures met CCNA requirements (Consultants' Competitive Negotiation Act, F.S. 287.055) and added that the next steps would be to create an evaluation committing to rank the respondents, the bring the top ranked firm to Council to present for approval. Mayor Groisman suggested that the 96th Street Terminus project be separated from the Jetty/Cut Walk, to which Mr. Gonzalez indicated it's a minor part of the larger project and stated that he would work in conjunction with the manager of Surfside on the 96th Street Terminus project, and that Bal Harbour would be responsible for the design, adding that he expected the project to exceed $5.1 million. Discussion Item: Collins Corridor Mr. Gonzalez described past efforts in obtaining qualifications from firms for the redesign of the Collins Corridor and described some of the presented design ideas including the reclamation of green space on the west side of Collins. He provided a brief summary of the timing and steps to be taken to complete the project. Councilman Sklar requested that the welcome and building signs be addressed in the interim, to which Mr. Inguanzo said that he would obtain design options and cost estimates. Assistant Mayor Salver asked that the Village ensures that the Shops' sidewalk work/redesign be in sync with the overall Collins Corridor project, so as not to lock the Village into a design, or not to clash with future design selection, to which Mr. Gonzalez responded that the Development Agreement provides for the Village's input into the design. aat naroour vittage council Ketreat Meeting Minutes — Jan. 17 Et 18, 2019 P a g e 1 4 Discussion Item: Resiliency/Sustainability Mr. Gonzalez provided an update the Village initiatives aimed that would help the Village that become resilient to climate extremes and building more sustainable practices including water conservation, stormwater system improvements, recycling, beach management and sand renourishment. A discussion ensued regarding the issues with Beach sand replenishment, and focusing on the Beach -side when addressing single -use plastics. Discussion Item: Community and Special Events Mr. Inguanzo provided an update of the Art Program proposing to expand it to include culture, music and fitness, and the Curator position would be filled with someone who has experience in all these program areas. There was a general consensus that to expand the Program to add these program areas. Mayor Groisman suggested utilizing the PAM to curate the Beach Art. Mr. Gonzalez suggested inviting all partner museums to participate, for which there also was a general consensus. Mr. Gonzalez said that one of the next steps would be to bring a curatorial statement to Council for approval. Mr. Inguanzo then proposed using Bal Harbour photography between curated Beach Art exhibits, to which everyone agreed was a good idea. All agreed that the Museum Access Program was excellent. There was general consensus for the Council to have a more active role of the Art Program, while continuing to utilize the Resort Tax Committee in an advisory capacity. In closing Council Members expressed their gratitude to Dr. Jensen, saying thatthe retreat was a valuable experience, expressed their desire to add at least one more retreat per yea r.
