RESOLUTION NO. 2014-070 ADOPTED June 24,2014
A RESOLUTION: AWARDING A CONTRACT FOR ORGANIC REMOVAL AT THE
WATER TREATMENT FACILITY TO ENVIRO ORGANIC
TECHNOLOGIES.
WHEREAS, in response to a public solicitation for sludge removal services, the town
received three (3)bids on May 28, 2014 from the following companies:
• Enviro Organic Technologies
• Recyc Inc.
• Synagro
WHEREAS,the bids were evaluated by the Chief Procurement Officer and Water Supply
Utility Manager in accordance with the Town's Procurement Policy and the requirements of the
public solicitation; and
WHEREAS,this is a unit price contract; and
WHEREAS,the quantities used for bid comparisons are estimates; and
WHEREAS,the awarded contract is based on the unit price bid times the quantities included in
the bid documents; and
WHEREAS,the Town's adopted FiscalYear 2015 budget amount is sufficient; and
WHEREAS,Enviro Organic Technologies was determined to be the lowest responsive and
responsible bidder; and
WHEREAS,this contract will be for an initial period of one year and renewable up to four
additional consecutive one-year periods.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION 1. A sludge removal service contract is hereby awarded to Enviro Organic
Technolgies.

SECTION 2. The Town Manager is authorized to execute this contract in the amount of
$133,500.00
