RESOLUTION NO. 2014-084 ADOPTED July 22, 2014
A RESOLUTION: APPROVAL OF DESIGN CONCEPT FOR MERVIN JACKSON PARK
THAT DOES NOT EXCEED $30,000.
WHEREAS, Leesburg Town Council named the parcel of land adjacent to the Town
parking garage along Loudoun Street, Mervin Jackson Park; and
WHEREAS, Mervin Jackson served on the Town Council beginning in 1999 and was the
former Vice-Mayor from 2002-2004; and
WHEREAS, staff was directed to gather public feedback through community input
meetings and surveys as to what types of amenities and features should be incorporated into the
park's design; and
WHEREAS, design options of varying levels of intensity were presented at the June 23,
2014 Town Council Work Session for consideration; and
WHEREAS, a base level design not to exceed $30,000, featuring formalization of the
green space areas as park amenities, connectivity with the existing Rose Garden area and the
addition of soft scape material was endorsed by Council; and
WHEREAS, funding for additional amenities beyond the scope of the base level design
will be addressed as part of the FY2016 budget process.
THEREFORE, RESOLVED,by the Council of the Town of Leesburg in Virginia that:
SECTION I. The base level design for Mervin Jackson Park is approved in an amount not
to exceed$30,000 using Fiscal Year 2015 funds, and includes the formalization of the green
space areas as park amenities, and connectivity with the existing Rose Garden area.

SECTION II. Funding for future improvements beyond the scope of the base level
concept will be addressed as part of the FY2016 budget process.
