A RESOLUTION: AWARDING THE CONSTRUCTION CONTRACT FOR THE AIRPORT
PERIMETER FENCE—WEST SIDE PROJECT AND ACCEPTING A
GRANT FROM THE VIRGINIA DEPARTMENT OF AVIATION AND
THE FEDERAL AVIATION ADMINISTRATION.
WHEREAS,the Airport Perimeter Fence—West Side project is an approved capital project
in the FY 2014-2019 Capital Improvement Program; and
WHEREAS, in response to a public solicitation for the construction bids of the Airport
Perimeter Fence—West Side project,the Town received two responsive bids on June 26,2014
from the following firms:
• Long Fence Company, Inc. $458,762.00
• Fence Builders, Inc. $821,530.74
• Hurricane Fence Co. Non-Responsive
WHEREAS,the bids were evaluated by the Director of the Office of Capital Projects and
the Chief Procurement Officer in accordance with the Town's Procurement Policy; and
WHEREAS, Long Fence Company, Inc. was determined to be the lowest responsive and
responsible bidder; and
WHEREAS,this is a unit price contract and the estimated quantities multiplied by the unit
price have established the not to exceed contract price; and
WHEREAS,change order procedures are detailed in the bid specifications; and
WHEREAS, the total estimated cost of the projects including design,construction,
construction management,and utility relocation is $665,496.50; and

GRANT FROM THE VIRGINIA DEPARTMENT OF AVIATION AND
THE FEDERAL AVIATION ADMINISTRATION.
WHEREAS,the Virginia Department of Aviation grants provide 90%of design funding
and 8%of construction funding for the project in the amount of$106,946.85; and
WHEREAS,the Federal Aviation Administration grants provide 90%of the construction
funding for the project in the amount of$540,000; and
WHEREAS,the Town of Leesburg is required to provide 10%of the design funding and
2%of the construction funding and cover any non-AIP eligible costs,the Town share for this
project is$18,549.65; and
WHEREAS,the Town Manager is required to sign the grant offers; and
WHEREAS,the funding shown in the Fiscal Year 2014-2019 Capital Improvement
Program is sufficient; and
WHEREAS, an additional amount of$245,000 is needed from unused Fiscal Year 2014
funding in order to cover the full project costs,including a 10%contingency.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that:
SECTION I: The Town Manager is authorized to execute the grant offers from the
Virginia Department of Aviation and the Federal Aviation Administration.
SECTION II: The additional funding needed from Fiscal Year 2014 in the amount of
$245,000 is hereby appropriated to project number 11502 for the Runway Safety Area Grading
project.
SECTION II: The Town Manager is authorized to execute a contract in a form approved
by the Town Attorney with Long Fence Company, Inc. in the amount of$458,762 for the
construction of the Airport Perimeter Fence—West Side project.
