A RESOLUTION: REQUESTING THE VIRGINIA DEPARTMENT OF
TRANSPORTATION(VDOT) TO RESTORE FUNDING FOR
ROUTE 15 BYPASS AT EDWARDS FERRY ROAD
INTERCHANGE IN THE REVISED VIRGINIA DEPARTMENT OF
TRANSPORTATION SIX-YEAR IMPROVEMENT PLAN FOR
FISCAL YEARS 2015-2020
WHEREAS,the Town was recently notified that the Commonwealth Transportation
Board (CTB)will be holding public hearings around the Commonwealth to hear comments on
the Revised VDOT Six-Year Improvement Plan for Fiscal Years 2015-2020; and
WHEREAS,the Northern Virginia hearing is scheduled for October 16, 2014 at 5:30
p.m. at the VDOT District Offices in Fairfax, Virginia; and
WHEREAS,the construction of an interchange at the intersection of the Route 15 Bypass
and Edwards Ferry Road will improve safety, decrease congestion and provide a safe pedestrian
crossing of the Route 15 Bypass and is in the VDOT Six-Year Improvement Plan as an urban
system project; and
WHEREAS,the $2,000,000 previously approved for Fiscal Year 2020 for the Route 15
Bypass and Edwards Ferry Road interchange design has been removed; and
WHEREAS,the Revised VDOT Six-Year Improvement Plan shows $4,000,000 in
VDOT funding beyond 2020; and
WHEREAS,this funding shift beyond 2020 does impact the Town's ability to complete
the project; and

FISCAL YEARS 2015-2020
WHEREAS,the Town received an explanation that the funding was removed due to the
requirements of the recently adopted House Bill 2 which mandates an analysis to screen, score
and prioritize State funded transportation projects.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. The Town is opposed to the removal of any funding for Town projects and
requests the funds be restored.
SECTION II. The Town will work cooperatively with VDOT on the House Bill 2
funding prioritization process.
PASSED this 14th day of October, 2014.
