HomeMy Public PortalAbout2014_10_28_R107 VDOT FY 2016 Revenue Sharing The Town of Leesburg, Virginia PRESENTED October 28,2014 RESOLUTION NO. 2014-107 ADOPTED October 28,2014 A RESOLUTION: AUTHORIZING THE TOWN MANAGER TO EXECUTE THE APPLICATION FOR THE VIRGINIA DEPARTMENT OF TRANSPORTATION FISCAL YEAR 2016 REVENUE SHARING PROGRAM FUNDING WHEREAS,the Virginia Department of Transportation(VDOT)is accepting applications for Revenue Sharing funds for fiscal year 2016; and WHEREAS,the 2012 Virginia General Assembly passed legislation that established eligible Revenue Sharing projects to include both construction projects and street maintenance projects; and WHEREAS,the Sycolin Road Widening Phase IV project will complete the improvements to Sycolin Road from south of Tolbert Lane to the southern Corporate Limits and is included in the Town's Fiscal Year 2014—2019 Capital Improvement Program; and WHEREAS,VDOT awarded Revenue Funds to the Sycolin Road Widening Phase IV project in Fiscal Year 2014 and Fiscal Year 2015, for a portion of the project costs and has identified future Regional Surface Transportation Program(RSTP)funding for the project in the current VDOT Six-Year Plan; and WHEREAS,Fiscal Year 2016 Revenue Sharing funds,matched by Loudoun County Gas Tax funds, and combined with other potential future funding sources would allow the construction of Sycolin Road Phase IV to be completed on an accelerated schedule;and WHEREAS,the Evergreen Mill Road Widening project is included in the Town's request for funding in the VDOT Six-Year Plan and is included in the Town's FY 2014—2019 Capital Improvement Program; and -2- A RESOLUTION: AUTHORIZING THE TOWN MANAGER TO EXECUTE THE APPLICATION FOR THE VIRGINIA DEPARTMENT OF TRANSPORTATION FISCAL YEAR 2016 REVENUE SHARING PROGRAM FUNDING WHEREAS,Fiscal Year 2016 Revenue Sharing funds,matched by Northern Virginia Transportation Authority funds, and combined with other potential future funding sources would allow the Evergreen Mill Road Widening project to be completed on an accelerated schedule; and WHEREAS,the Town budget provides for street milling and resurfacing in excess of the amount that is reimbursed through normal VDOT street maintenance payments;and WHEREAS,the local funds spent on street resurfacing can be used to match VDOT Revenue Sharing funds,which will allow for street resurfacing at a reduced cost to the Town; and WHEREAS,the inspection and load rating analysis of the South King Street bridge over Tuscarora Creek is required under the National Bridge Inspection Standards and the cost of these services are eligible for VDOT Revenue Sharing funds as a maintenance project; and WHEREAS,the Town of Leesburg desires to submit an application for an allocation of funds of up to$2,383,750 through the Virginia Department of Transportation Fiscal Year 2016 Revenue Sharing Program; and THEREFORE,RESOLVED by the Council of the Town of Leesburg in Virginia as follows: SECTION I. The Town Council supports this application for an allocation of$2,383,750 through the Virginia Department of Transportation Revenue Sharing Program,consisting of$1 million for the Sycolin Road Widening Phase IV project, $1 million for the Evergreen Mill Road Widening project; $375,000 for street resurfacing maintenance projects, and$8,750 for inspection and load rating analysis of the South King Street Bridge over Tuscarora Creek.. -3- A RESOLUTION: AUTHORIZING THE TOWN MANAGER TO EXECUTE THE APPLICATION FOR THE VIRGINIA DEPARTMENT OF TRANSPORTATION FISCAL YEAR 2016 REVENUE SHARING PROGRAM FUNDING SECTION II. The Town Manager is authorized to execute any and all documents associated with the grant application.
