ROLL CALL AND CALL TO ORDER Kevin Briem, John Rygh, Dave Faurot and Ron Rooth were present, Scotty Davenport was absent. II. INTRODUCTION OF GUEST Charlie Tabor III. OLD BUSINESS PARKS a.) Brownsfield Site Assessment Plan Informed the Committee that we have heard about Phase II Brownsfield Site Assessment. DEQ has informed us that Riverfront will not need any cleanup. We are waiting for the final letter from DEQ about Phase II. b.) Riverfront Park. Ron Rooth and Dave Faurot and Kevin Briem would like to have a meeting to begin a Time for Riverfront Park on 16 December at 10 am. This time line will be presented to City Council to have their backing when it comes to starting the park. We need to inform them so they can support the decisions we make. John Rygh presented to the Committee the application for the Special Use Permit to acquire the 5 acres that can potentially be part of Riverfront Park from the Forest Service. We also talked about the Townsite Act but this requires fair market value. We believe that the Special Use Permit is the most sensible way to go to acquire the land. John has also informed us we need to purse the Special Use Permit quickly because it does require an analysis done by the forest service and there is a long line of applications. The preliminary proposal goes to Cathy Nash at the Forest Service. They asked to have me have a meeting with the City Manager to find out where we can get a Site Survey and Topo Map done for Riverfront Park. IV. NEW BUSINESS PARKS a.) Vacating City Property Charlie Tabor presented information to the Committee about the 4th and Lenora Vacation. He is apposed to the vacation and would like the Committee to also be apposed to the idea. He believes we did not get representation and would like the committee to look further into the vacation before making any decisions. Ron Rooth made a stating "The Parks and Recreation Advisory Committee requested the right to review all proposed vacations or change of ownership of city property to evaluate further development of parks." All members were in favor of this motion. Charlie Tabor also submitted a letter by Jerry Iverson regarding: SUB-04-17 and VAC-04-1 (see attached) and also talked about Payette View Condos and the Vacation that Planning and Zoning are also looking at. The committee also asked to attend January l 1th, 2005 Planning and Zoning Meeting in reference to 4th and Lenora and Payette View Condos. b.) Vote on new Advisory Member After the Committee reviewed Cynthia Feeley's letter of interest, Ron Rooth made a motion of having Cynthia Feeley as a new member of the Parks and Recreation Advisory Meeting. All members were in favor. This will be presented to City Council on January 13th for their approval. c.) Snow Mobile Informed the committee that we are helping the Golf Course will the Cross Country Ski Trails by using the Police Department's Snowmobile. d.) Rotary Lawn mover We are waiting on John Deere to present us with a Lease agreement for the Rotary Lawn Mover and will present that to Council for their approval and signature of the Mayor in January. RECREATION a.) After School Program The Program is almost over and has been very successful. However, we are have lost some participation due to Heartland Gymnastics After School Program. We have hired a new Coordinator who will begin shortly. b.) Teen Movie Night We are looking at having teen movie night but are not sure due to the increase in movie night over the last couple of month. c.) Snowshoe Softball Working on Snowshoe softball. We would like to begin right after Winter Carnival. The Committee asked to have the Recreation Coordinator be present at one of the meeting here shortly to get to know the committee and present what he has been doing so far. d.) Mini Vandals Basketball Clinic Starting to work on the Clinic and want to develop it for March Time. We are also working on 3rd and 4th Grade Basketball. V. SET NEXT MEETING AND AGENDA Meeting adjourned: 8 p.m. January 11th at 6 p.m. at the McCall Parks and Recreation Department.
