A RESOLUTION: AWARDING THE 2014 ANNUAL STREET MAINTENANCE—
CONCRETE AND BRICK REPAIR CONSTRUCTION CONTRACT TO
GULL CORPORATION
WHEREAS,the current renewable annual contract for curb, gutter, and sidewalk
replacement and for American Disabilities Act compliance for repair of concrete and brick surfaces
is in its final year with the current contractor; and
WHEREAS,the total amount that will be spent on this contract in any one year will vary
and will depend on the budgeted amount for that year; and
WHEREAS, in response to a public solicitation for the construction bids for this Street
Maintenance Contract,the town received four bids on November 6, 2014 from the following firms:
• Gull Corporation $ 162,060.00
• A&M Concrete Corporation $ 172,500.00
• KEE Construction Services, Inc. $ 180,605.00
• Arthur Construction Co., Inc. $ 199,900.00
WHEREAS,this is a unit price contract; and
WHEREAS,the quantities used for bid comparison are estimates; and
WHEREAS,the contract will be awarded in an amount not to exceed the budget of
$134,500; and
WHEREAS,the bids were evaluated by the Director of Capital Projects and the Chief
Procurement Officer in accordance with the Virginia Public Procurement Act and the Town's
Procurement Policy; and
WHEREAS, Gull Corporation of Leesburg,Virginia was determined to be the lowest
responsive and responsible bidder; and

WHEREAS,this contract will be for an initial period of one year and renewable up to four
additional consecutive one-year periods.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. The 2014 Annual Street Maintenance—Concrete and Brick Repair
Construction Contract is hereby awarded to Gull Corporation in the amount of$134,500.
SECTION II. The Town Manager is authorized to execute this contract.
