RESOLUTION NO. 2014-123 ADOPTED November 24,2014
A RESOLUTION: AWARDING A DESIGN AND ENGINEERING SERVICES CONTRACT
FOR THE SYCOLIN ROAD WIDENING PHASE IV PROJECT TO
RINKER DESIGN ASSOCIATES, P.C. IN AN AMOUNT NOT TO
EXCEED $755,188.
WHEREAS, Sycolin Road Widening Phase IV is a funded capital project; and
WHEREAS, in response to a public solicitation to provide design and engineering services
for this section of Battlefield Parkway,the Town received ten proposals on June 6,2014; and
WHEREAS,the received proposals were evaluated by an evaluation committee in
accordance with the Town's procurement policy; and
WHEREAS,Rinker Design Associates,P.C. was rated first by the evaluation committee to
provide the design and engineering services for this project; and
WHEREAS,the Director of Capital Projects and the Chief Procurement Officer
recommends awarding the engineering contract for this project to Rinker Design Associates,
P.C.; and
WHEREAS,the Virginia Department of Transportation has reviewed the solicitation and
responses and concurs with the contract award to Rinker Design Associates, P.C.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute a contract, in a form approved by the Town Attorney,
with Rinker Design Associates, P.C. in an amount not to exceed $755,188,paid on actual hours
spent for providing the design and engineering services for Sycolin Road Widening Phase IV.
