A RESOLUTION: CROSSWALK SAFETY INITIATIVES
WHEREAS, the Town of Leesburg wishes to continue to promote Leesburg as a pedestrian
and bicyclist friendly community; and
WHEREAS,the Town of Leesburg has invested significant financial resources to develop
sidewalks,trails, and bicycle paths to promote a healthier community and to provide residents and
visitors a valuable community asset that allows for increased mobility and recreational
opportunities; and
WHEREAS, the Council of the Town of Leesburg places the safety and well-being of all
residents, and visitors of Leesburg as a top priority for the Town Government; and
WHEREAS,the Council of the Town of Leesburg is committed to finding ways to
continue to promote safety and educational awareness regarding the use of the Town's
transportation system, especially efforts to protect pedestrians and cyclists when using crosswalks.
THEREFORE, RESOLVED,that the Council of the Town of Leesburg directs the Town
Manager to implement the following actions:
1. At the intersection of Oakcrest Manor Drive and North King Street:
a. Install motorist facing,post-mounted, pedestrian activated flashing, edge-lit
crosswalk warning signs at the crosswalk and advanced crosswalk notification signs
in each direction of traffic for a cost not to exceed $20,000 using funds allocated to
Standing Residential Traffic Committee (SRTC).
b. Paint the posted 25 mile per hour speed limit on the asphalt of the southbound
travel lane approaching the crosswalk(funded by annual maintenance budget).

c. Increase the lumens of the streetlight closest to the crosswalk from 14,000 to
23,000 (funded by annual street light budget).
d. Add stamped brick in the crosswalk making the total cost of all intersection
improvements not to exceed $30,000.
e. Install pedestrian education sign informing the pedestrian not to enter the crosswalk
when vehicles are present.
2. Develop and implement an educational campaign to promote pedestrian safety at
crosswalks. Staff will come back to the Town Council for approval of specific programs
and funding sources.
3. Analyze the efficiency of the Safe-T-Ride bus service to determine if schedule and/or route
adjustments are needed.
4. Initiate an internal analysis of key intersections in Town to provide Council with additional
improvement opportunities.
5. Initiate Town Code amendments to add provisions that increase fines for drivers who fail
to yield to pedestrians and to increase fines for pedestrians who fail to follow pedestrian
directional and safety signage and law.
