ROLL CALL: Brewster: Marie Enochty, Stephen Jones, John O'Reilly, Jennifer Rabold, David Telman Eastham: Sean Fleming, Wendy Frazier, Ann Crozier, Laura Freeman, Joanna Stevens Orleans: Gwynne Guzzeau, Mary Lyttle, Josh Stewart (Absent: Pam Jordan) Wellfleet: Terri Frazier, Mort Inger, Jill Putnam, Peggy Donoghue (Absent: Jan Plaue) Region: Sarah Blackwell, Ed Brookshire, Marie Enochty, Bob Jones, Jon Porteus, Fred Walters (Absent: Dion Dugan, Bonnie-Jean Nunheimer, Greg O'Brien, Jean Souther) Administration: Richard Hoffinann, Gail Briere, Hans Baumhauer, Ann Caretti, Kathy Schrock, Greg Baecker, Tom Conrad, Sue Heiman, Diane Carreiro, Mary Beth Rodman CITIZENS SPEAK NEA President Pat Ashwell addressed the Committees regarding some of the concerns of the members which many expressed in filling out Dr. Hoffmann's survey. She read a statement expressing these concerns. RECOGNITION Superintendent Hoffinann recognized B.J. Newmier and the Committees gave her a beautiful bouquet of flowers thanking her for her many years of service (33 %2) to the Nauset School District. AGENDA CHANGES Chair Steve Jones asked the Committees to add the following item: Appoint School Committee Secretary to the agenda. PRIORITY BUSINESS Review and Approve New Bus Transportation Policies Dr. Hoffinann thanked the Subcommittee for their work and he asked that the Committees waive the second reading and adopt the policies tonight. Sarah Blackwell, Chair of the Subcommittee reviewed the process. It was moved by Bob Jones and seconded by Gwynne Guzzeau to waive the seconded Yeading of the policies. It was moved by Bob Jones, seconded by Sarah Blackwell to approve the transportation policies (5131.3, 6541, 6541.1, 6541.2) as presented. Voted unanimously. Superintendent's Report on First 100 Days Dr. Hoffmann thanked everyone for their input. He had 92 teachers respond to the survey as well as parents and school committee members. He received a lot of good things about the schools and some complaints. He highlighted his report for the Committee and his goals for 2009-2010. Superintendent's Evaluation The superintendent will gather data on what he's doing and give a portfolio to the Committees in April to help the members evaluate him. FY 11 Budget Discussion The Committee discussed the difficult year ahead acknowledging that they may have to advocate harder and harder not to loose programs. Staffing will be reviewed, non-salary expenses will have no increases next year. The COLA for next year is 3.5%; health insurance may increase 8-10%. Dr. Hoffinann asked the members to really consider what they consider important areas. Orleans is looking at freezing wages for FY 11 and have said they expect the Elementary budget to come in at minus 1 %. Eastham has asked to have level funding and they do not support an override strategy. Brewster Selectmen and Finance Committee are meeting in executive session along with the Brewster School Committee and Region reps. to look at salaries and benefits. Wellfleet has not yet given their recommendations. Ethics Commission Supt. Hoffmann explained that mandates ethics law training is required for municipal employees and elected officials. The link will be emailed to all members with the link so you can apply on-line. Approve Memoranda of Understanding It was moved by Marie Enochty and seconded by Josh Stewart to approve the Memoranda of Understanding for the Title I Grant Coordinator, Kindergarten Grant Coordinator. Voted unanimously by the Region and Union #S4. It was moved by Ed Brookshire, seconded by Jon Porteus and the Driver Education Director position voted unanimously to approve the Memorandum of Understanding for the Driver Education Director. Strategic Planning The Nauset Regional School Committee did aself-assessment and suggested that MASC come to work with the Joint Committees to begin strategic plarming for the district. It was suggested to defer this until after the budgets are done (after March 4). Gwynne Guzzeau suggested that the elementary committees discuss and set goals before March to be responsive. The Superintendent will have dates for consideration of the meeting at the January 28 Joint Meeting. Joint School Committee Minutes -December 3, 2009 3 of 3 Appoint Secretary Dr. Hoffinann announced that Ann Tefft, secretary to the principal at Orleans Elementary is his new Administrative Assistant. It was moved by Marie Enochty, seconded by Ed Brookshire and voted unanimously to appointAnn Tefft the Committee's secretary. APPROVAL OF MINUTES It was moved by Mort Inger and seconded by Ed Brookshire to approve the minutes of September 10, 2009. 11 Aye, S Not Voting (M. Enochty, J. O'Reilly, M. Lyttle, J. Stewart, J.
