RESOLUTION NO. 2015-058 ADOPTED May 26, 2015
A RESOLUTION: AWARDING THE CONSTRUCTION CONTRACT FOR THE HOPE
PARKWAY EXTENSION PROJECT TO PHILLIPS CONSTRUCTION,
LLC,IN THE AMOUNT OF $1,759,980.33.
WHEREAS,the Hope Parkway Extension project is a fully funded Capital Project; and
WHEREAS, in response to a public solicitation for bids for construction of the Hope
Parkway Extension project,the Town received bids on April 14, 2015 from the following firms:
• Phillips Construction, LLC $1,759,980.33
• Madigan Construction Inc. $1,838,648.36
• Jeffrey Stack Inc. $1,911,078.50
• General Excavation, Inc. $2,066,811.00
• A&M Concrete Corporation $2,138,047.50
• Arthur Construction Co., Inc. $2,450,003.50
• Ardent Company, LLC $2,919,500.00
WHEREAS,the bids were evaluated by the Director of Capital Projects and the Chief
Procurement Officer in accordance with the Town Procurement Policy; and
WHEREAS,Phillips Construction, LLC, was determined the lowest responsive and
responsible bidder; and
WHEREAS,this is a unit price contract and the estimated quantities multiplied by the unit
price have established the not to exceed contract price; and
WHEREAS, change order procedures are detailed in the bid specifications; and
WHEREAS,no additional funding is needed to award this contract.

A RESOLUTION: AWARDING THE CONSTRUCTION CONTRACT FOR THE HOPE
PARKWAY EXTENSION PROJECT TO PHILLIPS CONSTRUCTION,
LLC IN THE AMOUNT OF $1,759,980.33.
THEREFORE,RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute a contract in a form approved by the Town Attorney with
Phillips Construction, LLC in the amount of$1,759,980.33 for the construction of the Hope
Parkway Extension project.
PASSED this 26th day of May,2015.
