Chairperson called the meeting to order at 6:30 p.m.

2. Approval of Minutes: Minutes of January 27, 2016.
Commissioner Smith moved, and Commissioner Taylor seconded the motion to
approve the Minutes. Motion carried: 7-0.

a. Development Permit — remodel Wendy's of Fraser 503 South Zerex Street
[Parcel IV of a Resubdivision of Tracts A and B of a Resubdivision of Parcel C of
Forest Meadows Solar Community, Reception # 209971]
Commissioner Sumrall moved, and Commissioner Smith seconded the motion to open
the public hearing on the Development Permit — remodel Wendy's of Fraser 503 South
Zerex Street [Parcel IV of a Resubdivision of Tracts A and B of a Resubdivision of Parcel
C of Forest Meadows Solar Community, Reception # 209971]. Motion carried: 7-0.
Proof of Publication was entered into the record.
The applicant is David See with Aksan United Fortune, Inc. David addressed the
Commission on the plans for the Wendy's.

The description of the development application includes the following:

"We will be utilizing the existing unoccupied structure, and the use group will not change.
The interior will be completely gutted and a new layout will be used that will allow for the
new back of house equipment and a fresh new dining area. The exterior will receive new
finish materials, paint and windows as needed. The site will only receive minor changes
such a relocation of existing telephone pedestal box, relocating the trash dumpster
enclosure and adding freezer/cooler box on rear of structure. All plans and exterior
elevations will be approved by Wendy's corporate to insure consistency of branding
initiative."
The parking regulations require one (1) parking space for every 200 SF of restaurant
area. The applicant has indicated that the restaurant has 2868 gross SF which requires
15 parking spaces. See attached site plan. The applicant must provide on-site snow
storage or if the development parcel necessitates off-site snow storage, an agreement
from the property owner is required.
This property and the Fraser Valley Center have Declaration of Covenants and a
common area agreement for shared responsibilities for lot maintenance, snow storage
and removal.
Staff recommends approval of this Development Permit with conditions, based on the
representations of the development proposal.
Commissioner Sumrall moved, and Commissioner Taylor seconded the motion to close
the public hearing on Development Permit - remodel Wendy's of Fraser 503 South
Zerex Street [Parcel IV of a Resubdivision of Tracts A and B of a Resubdivision of Parcel
C of Forest Meadows Solar Community, Reception # 209971 ]. Motion carried: 7-0.
Resolution 2016-02-01 Recommending Approval of the Development Permit for
Wendy's Located at 503 South Zerex Street in the Town of Fraser.
Commissioner Smith moved, and Commissioner Taylor seconded the motion to
approve Resolution 2016-02-01 with the added conditions:
• In lieu of the red blade, applicant shall incorporate a stone front blade with a red
band on the top and the spandrel glass option. A 3' wainscot shall wrap the
building matching the stone front blade.
• Applicant shall take all public comments into consideration when revising the site
plan. Motion carried: 7-0.

Commissioner Taylor moved, and Commissioner Smith seconded the motion to
adjourn. Motion carried: 7-0. Meeting adjourned at 7:50 p.m.

be allowed to address the Town Board at each Public Forum. If a topic that you wish to discuss has been scheduled for a formal Town
Board Meeting, we would ask that you reserve your remarks for that specific date and time. Topics that are in litigation with the Town will
not be heard during this forum. All presenters are urged to: (1) state the concern; and (2) list possible solutions. Please keep the
following guidelines in mind:
• Remarks that discriminate against anyone or adversely reflect upon the race, color, ancestry, religious creed, national origin, political
affiliation, disability, sex, or marital status of any person are out of order and may end the speaker's privilege to address the Board.
• Defamatory or abusive remarks or profanity are out of order and will not be tolerated.
Anyone attending Town Board meetings must sign in to ensure accurate records and minutes. Sign your name, address, and topic of
