COUNSEL STATEMENT
I, Leo P. Rogers, County Attorney for Loudoun County, Virginia, state that I have reviewed the
foregoing AMENDMENT to the COOPERATION AGREEMENT, and its terms and provisions
are fully authorized under State and local law. That law and the COOPERATION
AGREEMENT provide full legal authority for Loudoun County to undertake or assist in
undertaking essential community development and housing assistance activities.
