A RESOLUTION APPROVING PAYMNET TO MAYOR MICHAEL BAWDEN
FOR SERVICES PROVIDED AS INTERIM CITY ADMNISTRATOR FOR THE CITY OF RIVERDALE,
FROM MARCH 15 - JUNE 30, 2020
WHEREAS, The City of Riverdale, Iowa ("City") is a Municipal Corporation, organized and
operating under the laws of the State of Iowa, and;
WHEREAS, on March 9, 2020, Interim City Administrator Lisa Kotter left her position with
the City of Riverdale and started working for another community, and;
WHEREAS, there were several significant administrative issues that needed to be
addressed during Administrator Kotter's absence including, but not limited to, the
certification of the City's FY 2021 budget, overseeing the rehabilitation of roadways in
the Havens Acres neighborhood, overseeing the engineering and re -construction work
of the Fieldcrest Drainage Way, initiating the first phase of the City's Sanitary Sewer
Rehabilitation program, upgrading the City's information technology, evaluating and
finalizing the City's liability insurance coverage for the coming year, dealing with
flooding, managing transitions in City services related to the COVID-19 public health
outbreak, participating in the search for a new city administrator/city clerk, and much
more, and;
WHEREAS, the City Council had authorized Administrator Kotter to work 40 hours per
week starting in March to accomplish the tasks listed above along with many others,
and;
WHEREAS, with the decision to ask Administrator Kotter to increase her hours working for
the City, the City Council had also approved an increase in the General Government
budget to cover the personnel -related costs (to roughly $1,600 per week) during FY20,
and;
WHEREAS, while the State of Iowa Code states a city can not employ an elected official
as a full-time employee, Section 362.5 (3) (j) does allow the City to engage an elected
official for services which benefit the official as long as the cumulative total purchase
price for those services does not exceed the sum of $6,000 (six thousand dollars) in a
fiscal year, and;
WHEREAS, the City Council resolved, on May 26, 2020, (RESOLUTION 2020-42; Section 3),
to make a payment to Mayor Michael Bawden a consulting fee in the amount of
$6,000 (six thousand dollars) by June 30, 2020.

A Resolution Approving Payment to Mayor Michael Bawden for Services
Provided as Interim City Administrator from March 15 - June 30, 2020
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, IOWA,
That City Staff be directed to prepare and make payment to Mayor Michael Bawden in
the amount of $6,000 prior to the close of the current fiscal year for services provided
between March 15 and June 30, 2020 and include the payment in the Warrants List as
part of the Consent Agenda of the next regular meeting of the City Council on June 23,
2020.
