Mayor Argoudelis called the meeting to order at 7:00 p.m. Board present: Mayor Argoudelis,
Trustee Kiefer, Trustee Larson, Trustee Ruane, Trustee Wojowski, Trustee Bonuchi, Board absent:
Trustee Kalkanis. Others present: Joshua Blakemore, Administrator; Michelle Gibas, Village Clerk;
Scott Threewitt, Public Works Director; Jon Proulx, Planning Director; Jake Melrose, Economic
Development Director; Lonnie Spires, Building Official; and Robert Miller, Chief of Police.There
were approximately 60 persons in the audience.
Trustee Larson moved to approve the Minutes of the Committee of the Whole Workshop and
Executive Session held on May 8, 2023. Second by Trustee Ruane. Voice Vote. All in favor,
0 opposed. Motion carried.

Encourage everyone to attend the Memorial Day Parade and Ceremony.

Administrator Blakemore announced that due to the size of the audience and interest, the Board will
discuss the Marnette Mixed Use Development first.
1)MARNETTE MIXED-USE DEVELOPMENT (CASE 1992-01252.SU.SPR.FP)
Director Melrose stated that the applicant, Dandelion Development, LLC, is proposing a mixed use
commercial and residential development for the property generally located at the southeast corner of
W Village Center Drive and S Van Dyke Road. The proposed development would include
approximately 9,000 square feet of commercial space and 84 apartment dwelling units in two
buildings. As a result of discussion with the Plan Commission, the applicant agreed to reduce the
number of studio units from 12 to 8 units. This will require the applicant to reconfigure the floor
plans and may change the number of units. The number will not exceed 84 total units, but may
decrease and otherwise affect the unit breakdown.
The subject property was annexed into the Village of Plainfield in 1998. This annexation agreement,
along with two subsequent amendments to the annexation agreement, has expired. The annexation
agreement and amendments contemplated a mixed-use development at this site, which has been
zoned B-5 Traditional Business District since 1998.
Scott, Dandelion Development, stated that the project is high-end development that generally will not
generate a lot of school-aged children and site is oriented so that businesses are located by other
businesses. The intention is to build something nice for Plainfield that is sensitive to Settlers’ Park.
Mayor Argoudelis expressed concern regarding negative impact on the Settlers’ Park and the
Memorial. Trustee Kiefer expressed concern regarding low-end rentals, would like to see more
synergy with the bank, and stated he would like to see the applicant work with staff and fine tune the
plan. Trustee Wojowski expressed concern regarding high density apartments. Trustee Bonuchi
expressed concern regarding the location. Trustee Larson stated that she is not in favor of the
proposed development but understands the property owner rights. Trustee Ruane indicated support
with some tweaks.
Mayor Argoudelis encouraged the applicant to continue working with staff.
2)DES PLAINES STREET MIXED USE PROJECT & PARKING GARAGE
Director Melrose stated a new concept plan is being proposed by a local development group to
construct a 3-story mixed-use building with 30-40 condominiums located approximately at
15018 S. DesPlaines Street. The development group is also proposing to construct a 453-stall
attached parking garage with the project which they are requesting the Village would ultimately
purchase. The cost of the garage is estimated to be approximately $12 million. Administrator
Blakemore pointed out that if the Village purchased the garage the annual debt services is
approximately $800,000 to $900,000 for a $12 million bond.
Bob Sohol, developer, stated that the project is his grand finale, he doesn’t need to do this, he doesn’t
need the pressure, so if the Board is hesitant, he is done. The idea is so convoluted because of the
properties. Brian is not a problem, the city is not a problem, but you got to please the Township.
Bob Sohol stated that they will need approximately 50 parking spots and will pay whatever the cost
was.

Trustee Wojowski stated that he is 100% in favor of this project and inquired about the timeline.
Trustee Ruane indicated support. Trustee Kiefer indicated support. Trustee Bonuchi indicated
support and wants to ensure it moves forward. Trustee Larson stated that she’s been in support of
this project for well over a year and had to beg for an Executive Session and had to continually ask.
Trustee Larson inquired about a previous Intergovernmental Agreement with the Township.
Michelle Smith stated that she is the part property owner and the Plainfield Township Clerk. Mrs.
Smith advised the previous Intergovernmental Agreement was never executed by Plainfield
Township and is null and void. To move forward with the current proposed project, Plainfield
Township needs to be on board but has not yet been given a full proposal. Mrs. Smith stated that as
private property owners, they cannot purchase property from the Township, the property can only be
acquired by an Intergovernmental Agreement, or the Township needs to put the property out to bid.
Mrs. Smith stated that we do not want to go to bid for the property since they may be outbid, and it
must be an Intergovernmental Agreement with the Plainfield Township.
Mayor Argoudelis stated that he supports the concept, but there are many things that we need to think
about here including property acquisition, need for the parking deck and size, architecture, etc., the
Village needs to get this right and suggested hiring a consultant to determine if this is the right thing
for the Village and encouraged the developer and property owner to continue working with Village
staff.

PRIDE MONTH PROCLAMATION
June 2023 is LGBTQIA+ Pride Month in Plainfield
WHEREAS, the Lesbian, Gay, Bisexual, Transgender, Queer and/or Questioning,
Intersex, Ace plus (LGBTQIA+) community is an integral part of Will County. We are
business owners, teachers, parents, students, friends, and neighbors. Some of us live
our lives effectively out in the county and others don't for fear of reprisal.
WHEREAS, the diverse makeup of the LGBTQIA+ community shapes and impacts the
academic, social, and economic foundations of our county.
WHEREAS, the intersectionality of the LGBTQIA+ community allows for us to see
things from multiple lenses to further the equity initiative for Plainfield.
WHEREAS, the LGBTQIA+ community has only been able to legally marry in Illinois
since 2014 and federally as of 2015 that came with much resistance and there are still
places trying to reverse these decisions.
WHEREAS, the stonewall riots occurred on June 28, 1969, a mere 53 years ago paving
the fight for LGBTQIA+ equality and visibility. Cities and towns across the country have
declared June pride month. We want to see Plainfield recognize our community and all
of the strides towards equality we have made and will continue to make. We want to
see Plainfield respect and acknowledge us as part of the community and include us in
decision making that directly impacts us.
Therefore, I, John F. Argoudelis, President of the Village of Plainfield, do hereby
proclaim June 2023 as Pride Month. Plainfield is committed to supporting, protecting,
and progressing the civil rights of the LGBTQIA+ members of the Plainfield community
and offering a safe space and working with Plainfield Pride to meet and protect the
needs of the community.

DuPage River Restoration Project – Electric Park area, Plainfield
The Village of Plainfield has participated in the Lower DuPage River Watershed Coalition since it’s
inception in 2012, with staff holding leadership positions on the Executive Board. The Coalition has
coordinated an extensive bioassessment program collecting biological and chemistry data across the
watershed to help guide restoration efforts and local resource management decisions. Working together
with member communities the Coalition has raised funds through special conditions in wastewater
treatment plant NPDES permits to address water quality issues in the watershed. We have utilized the
data collected, as well as other factors like public ownership and partners able to oversee and
implement projects to determine potential sites for restoration projects. The first project funded was
the removal of the Hammel Woods Dam in Shorewood to increase passage of fish species and improve
local stream habitat. The DuPage River Restoration Project sited here in Plainfield is the second project
funded through this program with the goal of improving instream habitat and diversifying patterns of
flow to support a healthy aquatic community. This project will also incorporate stabilizing banks and
improving riparian habitat along the river and provide an example of how we can improve river habitat
within communities. In addition to the Village of Plainfield, we are also partnering with the Plainfield
Township Park District and will likely work with several private landowners within the potential project
area.
Over the last year or so we have been working closely with Village and Park District staff to develop a
project that meets the Coalition’s goals of improving instream habitat and water quality and
complements the vision of the Riverfront Master Plan. We are very excited to be working with a
community that values the health of the river as an amenity for their residents. The Coalition will
continue to work with staff throughout the project to help communicate with the public, park and river
users and private landowners about the long-term benefits of the project.
