OPPOSITION OF LEGISLATION TO MERGE MUNICIPAL GENERAL
ASSISTANCE PROGRAMS INTO COUNTY BOARDS OF SOCIAL
SERVICES
WHEREAS, Governor Whitman has proposed a Welfare Reform Program
consisting of the consolidation of the General Assistance Program from the 567
municipalities to the 21 counties with the State of New Jersey; and
WHEREAS, the administration of a General Assistance Program by the County
would result in additional costs to the taxpayers of the Borough, loss of case scrutiny
and an increase in the number of cases; and
WHEREAS, continuing with the current General Assistance Program would result
in the retention of the local social service contact person, would maintain home rule,
would be able to respond to the particular needs of the Borough and would be more
efficient and economical; and
WHEREAS, it is in the best interests of the Borough of Carteret to oppose
Governor Whitman's Welfare Reform Program;
NOW, THEREFORE, BE IT RESOLVED by the Municipal Council of the
Borough of Carteret that the Borough opposes legislation to implement Governor
Whitman's Welfare Reform Program insofar as it authorizes the merger of municipal
General Assistance Programs into County Boards of Social Services; and
BE IT FURTHER RESOLVED that a copy of this Resolution be forwarded to
Members of the Legislature representing the 19th District and Governor Christine
Whitman.
Adopted this 2nd day of May, 1996
and certified as a true copy of the
