Town of Leesburg, Virginia PRESENTED October 27,2015 RESOLUTION NO. 2015-120 ADOPTED October 27,2015 A RESOLUTION: AUTHORIZING THE TOWN MANAGER TO EXECUTE THE APPLICATION FOR THE VIRGINIA DEPARTMENT OF TRANSPORTATION FISCAL YEAR 2017 REVENUE SHARING PROGRAM FUNDING WHEREAS,the Virginia Department of Transportation is accepting applications for Revenue Sharing funds for Fiscal Year 2017; and WHEREAS,the Virginia Department of Transportation Revenue Sharing Program provides funding to local governments to construct, improve, or maintain the highway system within that jurisdiction; and WHEREAS,the Town of Leesburg desires to submit applications for four projects to be funded through the Virginia Department of Transportation Revenue Sharing Program; and WHEREAS,the Sycolin Road Widening Phase IV project will complete the improvements to Sycolin Road from the southern Corporate Limits to south of Tolbert Lane, is included in the Town's Fiscal Year 2016—2021 Capital Improvement Program,and previously received Virginia Department of Transportation Revenue Sharing Funds in Fiscal Years 2015 and 2016;and WHEREAS, Fiscal Year 2017 Virginia Department of Transportation Revenue Sharing funds,matched by Loudoun County Gas Tax funds, and combined with other potential future funding sources would allow the construction of Sycolin Road Phase IV to be completed on an accelerated schedule; and WHEREAS,the Battlefield Parkway project will extend from South King Street to the Dulles Greenway, is included in the Town's Fiscal Year 2016—2021 Capital Improvement Program,and previously received State Bond funding; and -2- A RESOLUTION: AUTHORIZING THE TOWN MANAGER TO EXECUTE THE APPLICATION FOR THE VIRGINIA DEPARTMENT OF TRANSPORTATION FISCAL YEAR 2017 REVENUE SHARING PROGRAM FUNDING WHEREAS, Fiscal Year 2017 Revenue Sharing funds,matched by Northern Virginia Transportation Authority 30%Local funds, and combined with other potential future funding sources would complete financing for the Battlefield Parkway project and allow construction to be completed on schedule; and WHEREAS,the Evergreen Mill Road Widening project will extend from the southern Corporate Limits to South King Street, is included in the Town's Fiscal Year 2016—2021 Capital Improvement Program, and previously received Virginia Department of Transportation Revenue Sharing Funds in Fiscal Year 2016; and WHEREAS, Fiscal Year 2017 Virginia Department of Transportation Revenue Sharing funds,matched by Northern Virginia Transportation Authority 30%Local funds, and combined with other potential future funding sources would allow the construction of the Evergreen Mill Road Widening project to be completed on an accelerated schedule; and WHEREAS,the Town budget provides for street milling and resurfacing in excess of the amount that is reimbursed through normal Virginia Department of Transportation street maintenance payments; and WHEREAS,the local funds spent on street resurfacing can be used to match Virginia Department of Transportation Revenue Sharing funds,which will allow for street resurfacing at a reduced cost to the Town; and WHEREAS,the Town of Leesburg desires to submit an application for an allocation of funds of up to $4,475,000 through the Virginia Department of Transportation Fiscal Year 2017 Revenue Sharing Program. -3- A RESOLUTION: AUTHORIZING THE TOWN MANAGER TO EXECUTE THE APPLICATION FOR THE VIRGINIA DEPARTMENT OF TRANSPORTATION FISCAL YEAR 2017 REVENUE SHARING PROGRAM FUNDING THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: SECTION I. The Town Council supports this application for an allocation of$4,475,000 through the Virginia Department of Transportation Revenue Sharing Program, consisting of $2,000,000 for the Sycolin Road Widening Phase IV project, $1,000,000 for the Battlefield Parkway project; $1,000,000 for the Evergreen Mill Road Widening project; and$475,000 for street resurfacing maintenance projects. SECTION II. The Town Manager is authorized to execute any and all documents associated with the grant application. PASSED this 27th day of October 2015. - - N .
