AT THE COMMUNITY CENTER PRESENT: Mayor Brad Andersen, Council members Clip Holverson, Dennis McArthur, Steve Elliott, Scott long, Clerk Betty McKinlay VISITORS: Mayor David Blain, Officer Walker, Jerry Hansen, Ken Thomas, Don Andersen, Sally Price, Dennis Bateman, David Morrow, Jane Shaw, Ellie Winfield, Paul Menser Mayor Andersen welcomed everyone and led the pledge of allegiance. Mayor Andersen brought everyone up to date as to what was discussed at our last Council meeting concerning the Law Enforcement issue. Mayor Andersen had visited with Sheriff Stommell from Bonneville County, and he suggested to Mayor Andersen that sharing a police officer with Ucon might be best. The County is short on officers and just can not come out to Iona on minor issues, but they would help with back up if needed and on the week ends and evenings. Mayor Andersen asked Mayor Blain from the City of Ucon to come and discuss how his City handles the policing. They have a full time police officer and work closely with the County. Council members and citizens asked questions. Ucon has a police car they would sell to Iona. Expenditures and liability was discussed. Don Andersen thanked the Council for the paint on the grand stand in the park and the new stairs leading to the stage on the outside of the building. He said he took it upon himself to go around to the businesses to see how they felt about the City hiring a police officer. They would like a full time officer, at least one part time police officer. Jerry Hansen also had talked to people who are concerned for their children in the cross walks at the school. He said that violations to the code need to be enforced. Ken Thomas has seen kids riding 4 wheelers and snow machines in the winter and he knows they are not old enough to have a driver's license. David Morrow has seen people speeding on his road and has called dispatch and was told they don't have time for that. The Council discussed their concerns about the Law Enforcement. They all agree that something needs to be done. Council member Scott Long mentioned that he has seen police officers out here. He feels we should not throw out the contract with Bonneville County with no plan in place. Mayor Andersen mentioned that he has been working on a plan. Council member Scott Long feels we should take small steps and work up to hiring a full time officer. Council member Dennis McArthur commented that he has not seen an officer out here. Council member Steve Elliott is nervous about giving up our contract with the County. He feels we need to go slowly. He doesn't feel we are prepared yet to handle a full time officer, but maybe a part time officer. Council member Clip Holverson agrees that it is a growing concern and feels may be we should wait and hire a full time police officer later down the road. Council member Clip Holverson motioned to approve the full contract amount with the County and Council member Scott Long seconded. Council member Dennis McArthur wanted to amend the motion because he does not feel paying the full contract amount with the County is right, and that we should pay something similar to Ucon when their officer is off duty. He said if Mayor Andersen feels we can hire a part time officer why do we want to pay a full contract? The Council continued to discuss the issue after the motion was made. Comments were made by the citizens. The Council members voted as follows on the Contract with the County: Council member Steve Elliott Yes Council member Clip Holverson Yes Council member Dennis McArthur Nay Note: Council member Scott Long was called out on a Fire Ca11. Comments were made as to the hiring of a part time police officer. Council member Dennis McArthur made a motion to hire a part time police officer. Council member Clip Holverson seconded the motion. All were in favor. (NOTE: Council member Scott Long was not present due to a fire call.) Also, it was approved by the Council if funds are needed for the part time police officer, that we would take them out of our reserves. The City of Ucon has a police car for sale and they brought it with them tonight. The Council will look at it after the meeting. Mayor Andersen thanked the citizens for coming and the Council. Jerry Hansen said he is glad the Council is listening to the people. Mayor Andersen said that David Bigelow paid for the paving in the Mt. Ridge Estates that he was asked to pave and he will put the sidewalk in. Putting in some road base for the Iona Cemetery road was discussed. It was suggested to get bids. Mayor Andersen asked the Council to go to Sears and get their pictures taken to display in the Community Center. Development fees were discussed. Council member Dennis McArthur is working on getting bids on the Scoresby Ave. road. Council member Clip Holverson passed out a copy of the draft of the contract between Iona and Idaho Falls Library. He asked the Council and Mayor to review it. Sally Price discussed the monument that her husband, John is working on. Mayor Andersen asked Council member Dennis McArthur to talk to John as where to put it. Ellie Winfield discussed the light on the shop and was wondering if something could be done because it shines straight into her bedroom at night. A motion light was discussed. Work Supervisor, Zech Prouse will get this corrected. Council member Clip Holverson motioned to adjourn. Council member Steve Elliott seconded.
