HomeMy Public PortalAboutResolution 2020-52 , Approving Employmemt Agreement For City Administrator Position - Kent Roysterfir RESOLUTION 2020-52 A RESOLUTION APPROVING THE EMPLOYMENT AGREEMENT FOR THE POSITION OF CITY ADMINISTRATOR/CITY CLERK FOR THE CITY OF RIVERDALE, IOWA WHEREAS, The City of Riverdale, Iowa ("City") is a Municipal Corporation, organized and operating under the laws of the State of Iowa, and; WHEREAS, the City Council has held numerous public and closed meetings related to the definition of roles and responsibilities, delineation of duties, evaluation of candidates, candidate interviews, compensation and benefit structure for the position of City Administrator/City Clerk, and; WHEREAS, by a majority vote of the Council on June 13, 2020, Kent D. Royster was determined to be the most suitable candidate for the position of City Administrator/City Clerk for the City of Riverdale, and; WHEREAS, the terms of Mr. Royster's employment were successfully negotiated including a starting wage of $62,500 (annualized) along with other benefits described in a letter signed by the Mayor of Riverdale (EXHIBIT "A"). NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, IOWA, That the City Council of Riverdale, Iowa agrees to the terms of engagement spelled out in the attached letter and hereby makes a formal offer of employment to Kent D. Royster for the position of City Administrator/City Clerk for the City of Riverdale, Iowa. Passed and approved this 16th day of June 2020. This letter will summarize our discussions regarding the City's offer and the terms and conditions, which are as follows: 1. The starting annual salary for the position shall be $62,500. After twelve (12) months of employment, the Mayor and City Council will conduct an evaluation of your performance as city administrator. If this performance review is satisfactory, the City may increase your annual salary to an amount to be determined by the City Council. 2. Your starting date for employment shall be Monday, June 29, 2020, unless a mutually acceptable date is selected. 3. The City shall make available to you five (5) days or 4o hours of vacation time at the start of your employment, which shall be used on dates that are mutually agreed upon by the City Council and you. 4. You shall accrue additional vacation time at a rate of ten (io) days per year or 120 hours per year at the start of your employment with the City of Riverdale, Iowa and in accordance with the City of Riverdale Employee Manual. . 5. The City shall make available to you five (5) days or 4o hours of sick leave time at the start of your employment. You shall accrue an additional six (6) personal days or sick leave days per year, as authorized in the City of Riverdale Employee Manual. If you should need to travel for City business, the City shall reimburse you at the current mileage rate that is set by the Internal Revenue Service (IRS). 7. After six (6) months of employment, the Mayor and City Council shall review and evaluate your performance as City Administrator and shall provide you with a written statement thereof. The second evaluation shall be completed after twelve (12) months of employment. Thereafter, performance evaluations shall be completed by the Mayor and City Council on an annual basis on your anniversary date of employment. The City Council shall review and prioritize the 2020 goals and objectives and shall adopt a performance evaluation review process within thirty (30) days after your start of employment. 8. You shall be entitled to the same single benefit plan for health, dental, life, and vision insurance that is provided to the other employees of the City of Riverdale. The City shall pay up to $450.0o per month for you to purchase health insurance or make a contribution to a health savings account (HSA). The City Council is open to your suggestions regarding the options for a health insurance plan for full time city employees. 9. The City of Riverdale shall pay your registration fees and travel expenses to attend the following conferences: 10. Iowa League of Cities Annual Conference, Annual Budget Workshop, and Small Cities Workshop. o Iowa City Management Association Annual Conference o Iowa Municipal Management Institute — IMMI Conference o Iowa Municipal Professional Institute — ISU Academy Session 11. The City shall pay your annual membership dues for the Iowa City Management Association. As a member of the IaCMA, you shall abide by the IaCMA Code of Ethics. 12. The City and you shall make the required contributions to the Iowa Public Employee Retirement System (IPERS) for your retirement. 13. It is agreed and understood that you shall maintain a place of residency within the Quad City Metro Area during your term of employment with the City of Riverdale. 14. This offer of employment is subject to the confirmation and approval of the Riverdale, City Council, which is listed on the City Council agenda for the meeting scheduled for June 16, 2020.
