RESOLUTION NO. 2015-135 ADOPTED November 10,2015
A RESOLUTION: APPROVING THE CONSTRUCTION OF A PERMANENT STAGE ON
TOWN GREEN AND AN INTERACTIVE WATER FEATURE IN
MERVIN JACKSON PARK.
WHEREAS, Council recognizes the importance of contributing to the vibrancy of
downtown Leesburg; and
WHEREAS, the development of a permanent stage on Town Green and an interactive
water feature within Mervin Jackson Park will provide additional areas for program use and social
gathering within the downtown; and
WHEREAS, the Town Green host numerous events on an annual basis including the
annual Tree Lighting Ceremony and the Acoustic on the Green concert series that would benefit
from a permanent stage; and
WHEREAS, an area exists within the current Town Green to develop a permanent stage
that would complement the surrounding architecture for an amount not to exceed$50,000; and
WHEREAS, the location of an interactive water feature is recommended by Town staff for
the eastern parcel of greenspace in Mervin Jackson Park; and
WHEREAS, an interactive water feature can be developed for an amount not to exceed
$300,000; and
WHEREAS, sufficient surplus funding is anticipated in the Hope Parkway Extension
project has been identified within the Fiscal Year 2016-2021 Capital Improvement Program for the
development of an interactive water feature within Mervin Jackson Park and the permanent stage
on Town Green; and

WHEREAS, the Fiscal Year 2016 — 2021 Capital Improvement Program should be
amended to include an interactive water feature in Mervin Jackson Park; and
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that:
SECTION I. The FY 2016 General Fund operating budget is hereby amended and an
appropriation of$50,000 from anticipated surplus bond proceeds from the Hope Parkway project
are to be transferred from the Capital Fund to the General Fund for the construction of a permanent
stage on the Town Green, and;
SECTION II. The Fiscal Year 2016-2021 Capital Improvements Program is hereby
amended with an appropriation not to exceed $300,000 in order to include the construction of an
interactive water feature to be located on the eastern parcel of greenspace in Mervin Jackson Park.
