RESOLUTION NO. 2015-150 ADOPTED December 8, 2015
A RESOLUTION: INITIATING TOWN CODE AMENDMENTS TO EXPAND THE
SERVICE AND CONSUMPTION OF ALCOHOLIC BEVERAGES IN
TOWN FACILITIES.
WHEREAS, on December 7, 2015,the Leesburg Town Council discussed the service and
consumption of alcohol on Town sidewalks and the Town Code amendments needed to permit
outdoor dining, including alcoholic beverages, in Town-owned right of way; and
WHEREAS, during this discussion, the question was raised as to whether Town Council
should also consider expanding the service and consumption of alcoholic beverages in Town
facilities; and
WHEREAS, currently, pursuant to Town Code Article II (Park Rules), Chapter 26 (Parks
and Recreation), Section 26-26, entitled"Alcoholic Beverages", alcoholic beverages can be
consumed in town parks only in areas designated by the Town Council and pursuant to the "Rules
and Standard Operating Procedures Regarding Alcohol Use at Town Facilities and Town Produced
Events";
WHEREAS,those areas currently designated by the Town Council are: Ida Lee Park
Recreation Center, Ida Lee Park Tennis Center, and the Olde Izaak Walton Park building; however,
only beer and wine are permitted in these three (3) facilities; and
WHEREAS, as the Town Council is presently considering the service and consumption of
alcoholic beverages in Town-owned right of way, it will be timely and efficient for Council to
consider expanding the service and consumption of alcoholic beverages to additional Town
facilities as well.
THEREFORE, RESOLVED,the Council of the Town of Leesburg in Virginia initiates

amendments to the Town Code to expand the service and consumption of alcoholic beverages in
additional Town facilities including the Thomas Balch Library,the Leesburg Executive Airport, the
Leesburg Town Hall and any other facilities the Town Council deems appropriate for the service
and consumption of alcoholic beverages; and to consider permitting alcoholic beverages in addition
to beer and wine.
