A RESOLUTION: INITIATING AMENDMENTS TO THE LEESBURG ZONING ORDINANCE
REGARDING REGULATION OF TELECOMMUNICATIONS FACILITIES
TO ADDRESS ANTICIPATED SERVICE DEMANDS AND THE
IMPLEMENTATION OF NEW TECHNOLOGIES IN ACCORDANCE WITH
TOWN PLAN OBJECTIVES
WHEREAS, The Leesburg Zoning Ordinance regulations pertaining to telecommunications
facilities were established in their current form in 2006; and
WHEREAS, changes in technology along with actual and projected growth in the use of
telecommunications devices justifies analysis of the needs of the community relating to
telecommunications services and how to most effectively address those needs for the purpose of
maintaining high-quality services to the Town; and
WHEREAS,the Leesburg Town Plan calls for encouraging telecommunications facilities to be
co-located on existing structures, and to provide for high quality technology and communications
services; and
WHEREAS,the public necessity, convenience, general welfare and good zoning practice require
consideration of the proposed amendments.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that:
SECTION 1. Amendments to the Zoning Ordinance are hereby initiated and referred to the
Planning Commission for the purpose of updating regulations pertaining to telecommunications facilities
to address anticipated service demands, and the implementation of new technologies in accordance with
Town Plan objectives.

SECTION 2. The Planning Commission shall hold a public hearing to consider these
amendments to the Zoning Ordinance and report its recommendation to Town Council pursuant to
Chapter 22,Title 15.2-2204 of the 1950 Code of Virginia, as amended.
