RECOMMENDATION
Staff recommends that the Redevelopment Agency approve Resolution # 98-03 authorizing staff to
distribute the Draft Truckee Redevelopment Plan, Draft Redevelopment Preliminary Report, and
Draft Redevelopment Plan EIR.
BACKGROUND
The Town of Truckee is considering formation of a Redevelopment Project Area. As part of this
process, the following documents have been prepared in a draft format and will be the subject of
extensive public review, hearings, and project area committee (PAC) discussion:
The Draft Redevelopment Plan
The Draft Redevelopment Preliminary Report
The Draft Redevelopment Plan EIR
These documents are discussed in more detail below.
DISCUSSION
The attached documents are in draft format and should be considered a starting point for review and
analysis of the proposed redevelopment project. These documents provide a basis for informed
discussion in the upcoming PAC meetings, consultations with taxing agencies, public hearings, etc.
The formal public hearing for the redevelopment plan and preliminary report is tentatively scheduled
for September 17, 1998_ However, this hearing wiU not be officially scheduled until the PAC has
completed their review and the affected taxing agencies have been consulted with. Interested

agencies and individuals should plan on submitting any written comments on the draft
redevelopment plan and preliminary report to the Town by the first week in August. Written
comments on the draft ErR are due by July 10.
Draft Redevelooment Plan
This is the fundamental document governing the redevelopment agency's activities, and basically
acts as the agency's charter. The plan establishes long term planning goals as well as implementation
policies and procedures for the redevelopment of the project area. It also serves as a financing plan
by authorizing the agency's use of particular financing tools. The redevelopment plan is a general
document, providing the agency with a substantial amount of flexibility in order to address changing
conditions and circumstances over the life of the plan.
Draft Preliminary Reoort
This document provides affected taxing agencies and other interested parties with a detailed
description of the proposed redevelopment project area and the financial effect of the project. This
document identifies the types of blighting conditions in the project area and the scope and purpose
of the redevelopment plan. Specifically, the preliminary report contains the following information:
I. The reasons for the selection of the project area;
2. A description of the physical and economic conditions in the project area;
3. A description of the project area illustrating that it is predominantly urbanized;
4. A preliminary assessment of the proposed method for financing redevelopment of the project
area, including tax increment projections and assumptions;
5. A description of the types of projects envisioned by the agency.
Draft Environmental Imoact Reoort
The Draft EIR is the legally required CEQA document which discloses the environmental impacts
of adoption of the Redevelopment Plan and related documents. A Notice of Completion will be filed
for the EIR which sets the deadline for written public comments for July 10.
Al!encv Action
The Redevelopment Agency is being asked to authorize staffto release the subject documents for
public review. The appropriate time for the agency to make major changes to the subject documents
is after the PAC review and public hearings have occurred. However, the Agency does have the
authority to make any changes they consider necessary to make the documents acceptable for public
distribution. It is also appropriate for agency members to ask for clarification on information
contained within the subject documents so there is a clear understanding of the content.

This item has been previously budgeted for this Fiscal Year.

PUBLIC COMMUNICATION
The Sierra Sun was notified about this meeting. The Project Area Committee (PAC) has been formed
and will begin meeting to review the Redevelopment Plan in early June. Staff will be scheduling
meetings in the coming weeks with the affected taxing entities to discuss their comments on the
Redevelopment Plan.

A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE TOWN OF
TRUCKEE AUTHORIZING RELEASE OF THE DRAFT REDEVELOPMENT PLAN,
DRAFT PRELIMINARY REPORT, AND DRAFT REDEVELOPMENT PLAN EIR
WHEREAS, the Redevelopment Agency of the Town of Truckee (Health & Safety Code
Sections 33000 et. seq.) has adopted a project area for the proposed Truckee Redevelopment Project
(the "Project") and has adopted a preliminary plan therefore,
WHEREAS, the Agency has prepared a Draft Redevelopment Plan for the redevelopment
of the proposed project area in accordance with the Community Redevelopment Law; and
WHEREAS, the Agency has prepared a Draft Preliminary Report for the proposed project
area in accordance with the Community Redevelopment Law; and
WHEREAS, the Agency has prepared a Draft EIR for the Redevelopment Plan in
accordance with the California Environmental Quality Act; and
WHEREAS, the above listed documents are the subject of the upcoming public review
process necessary for further consideration of the redevelopment project. I
NOW THEREFORE, BE IT RESOLVED BY THE REDEVELOPMENT AGENCY
OF THE TOWN OF TRUCKEE, that:
I. The above recitals are all true and correct.
2. The Redevelopment Agency hereby authorizes staff to release the above referenced
documents for public review. .
3. The Secretary to the Redevelopment Agency shall certify the adoption of this
resolution.

The foregoing Resolution was adopted at a Special Meeting of the Truckee Redevelopment Agency,
held on the 21 st day of May, 1998, by Member who moved its adoption, which
motion being duly seconded by Member was upon roll call carried and the
