HomeMy Public PortalAbout2016_02_09_R016 Declaration of Local Emergency The Town of Leesburg, Virginia PRESENTED February 9, 2016 RESOLUTION NO. 2016-016 ADOPTED February 9, 2016 A RESOLUTION: CONSENT FOR THE JANUARY 2016 "DECLARATION OF LOCAL EMERGENCY" WHEREAS, a major winter storm affected the Commonwealth of Virginia commencing Friday, January 22, 2016 and into the weekend bringing blizzard like conditions including significant snowfall, sleet, freezing rain and wind gusts up to 50 mph; and WHEREAS,there was a perpetual threat of unpredictable emergency occurrences during this period; and WHEREAS, the Governor of the Commonwealth of Virginia declared a state of emergency for the Commonwealth on Thursday, January 21, 2016 in preparation for the major winter storm; and WHEREAS, those conditions posed a threat of substantial injury and harm to the public and substantial damage to and loss of property, and resulted in the requirement for inter-agency and inter-governmental coordination. THEREFORE RESOLVED, by the Council of the Town of Leesburg in Virginia that the Town Council consents to the "Declaration of Emergency" executed by the Town Manager on Friday, January 22, 2016 at 7:00 a.m., and further consents to the lifting of the Declaration of Emergency which occurred on Monday, February 01, 2016. P:\Resolutions\2016\0209 Declaration of Local Emergency.doc DECLARATION OF LOCAL EMERGENCY TOWN OF LEESBURG,VIRGINIA a�'of As, °, ci WHEREAS, a major winter storm is anticipated to affect the Commonwealth of Virginia commencing Friday,January 22,2016 and into the weekend bringing blizzard like conditions including significant snowfall, sleet,freezing rain and wind gusts up to 50 mph; and WHEREAS,the effects of the winter storm will have significant public safety implications;and WHEREAS,there is a perpetual threat of unpredictable emergency occurrences during this period; and WHEREAS,the Governor of the Commonwealth of Virginia has declared a state of emergency for the Commonwealth on Thursday,January 21, 2016 in preparation of the impact this winter storm will have on the Commonwealth; and WHEREAS,these conditions pose a threat of substantial injury and harm to the public and substantial damage to and loss of property, and will potentially result in requirement for the inter-agency and inter-governmental coordination;and WHEREAS,under the best circumstances intense coordinated governmental actions will be required to prevent and alleviate the damage and loss threatened by the event. NOW, THEREFORE, IT IS HEREBY DECLARED, that, effective January 22, 2016 at 7:00 a.m. a local emergency exists throughout the Town of Leesburg because the circumstances associated with the major winter storm create the threat of an emergency that threatens to be sufficient severity and magnitude to warrant coordinated local government action to prevent or alleviate the damage, loss,hardship or suffering threatened pursuant to the Code of Virginia§44- 146.16 et seq. and §44-146.26 (a); the Town Code Chapter 12 Emergency Management and Emergency Services et seq.
