CITY OF TEMPLE CITY
TEMPLE CITY CALIFORNIA
DECEMBER 6, 1966
INITIATION:
1. Mayor Tyrell called the regular meeting of the City Council to
2. order at 7:30 P. M. Rev. R. E. Schulz of the Lutheran Churr:h,
9123 Broadway, gave the invocation following which Mayor Tyrell
3. led the Pledge of Allegiance to the Flag.
4. ROLL CALL:
PRESENT: Councilmen - Beckley, Briggs, Merritt, Tyrell
ABSENT: Councilman- Harker
ALSO PRESENT: City Attorney Martin, Public Works Director
Pizzorno, Recreation Director Kobett, and City Manager
Koski
Mayor Tyrell advised the Council that Councilman Harker had ad-
vised him that it was necessary for him to be in England and he
could not be present. Councilman Beckley moved to excuse the
absence of Councilman Harker, Councilman Merritt seconded, and
the motion was unanimously carried.
5. APPROVAL OF MINUTES:
a. Regular meeting of Nov. 15, 1966. Councilman Merritt moved
to approve the minutes of the regular meeting of Nov. 15,
1966, Councilman Briggs seconded, and the motion carried un-
animously.
b. Adjourned meeeing of November 21, 1966. Councilman Merritt
moved to approve the minutes of the Nov. 21, 1966, adjourn-
ed meeting as mailed, Councilman Briggs seconded, and the
motion carried unanimously.
UNFINISHED BUSINESS:
6. ORDINANCE NO. 66 -212: 2nd read. re dismantling of motor vehicle.
City Attorney Martin presented Ordinance No. 66 -212 for second
reading, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPL', .
CITY ADDING CERTAIN SECTIONS TO THE ZONING REGULATIONS OF THE
TEMPLE CITY MUNICIPAL CODE TO REGULATE THE DISMANTLING OF MOTOR
VEHICLES ON "R" ZONED PROPERTIES. Councilman Briggs moved to
waive further reading of Ordinance No. 66 -212 and to adopt,
Councilman Merritt seconded, and the motion carried unanimously
RESOLUTION NO. 66 -682: relating to business license rates to
be applied to Business Classifications in Ordinarce No. 66 -213
Sections 6402.1 through 6402.9
City Attorney Martin read title to Resolution No. 66 -682 A
RESOLUTION OF THE CITY OF TEMPLE CITY AMENDING SECTIONS 6402.1
THROUGH 6402.9 OF THE TEMPLE CITY MUNICIPAL CODE RELATING TO
BUSINESS LICENSES. He advised the Council that this Resolution
sets the proposed rates to be paid as referenced in Ordinance
No. 66 -213. Councilman Beckley moved to adopt Resolution No.
66 -682, Councilman Merritt seconded. Councilman Briggs referr
to Section 6402.6 and stated he felt the annual rate under
sub - section "a "should be $35.00 annually. Following discussion
Councilman Beckley amended his motion to include a correction
under Section 6402.6, subsection a to make the annual rate $35.
Councilman Merritt seconded, and the motion was unanimously
carried.
8. ORDINANCE NO. 66 -213: 2nd read. re Business Licenses
City Attorney Martin read title to Ordinance No. 66 -213 AN
ORDINANCE OF THE CITY OF TEMPLE CITY AMENDING ARTICLE VI OF THE
TEMPLE CITY MUNICIPAL CODE BY REPEALING CHAPTER -2 AND ADDING
NEW CHAPTERS 2, 3, 4, AND 5 THERETO RELATING TO BUSINESS
LICENSES. Councilman Merritt moved to waive further reading
and to adopt Ordinance No. 66 -213 and that this Ordinance is
necessary for revenue of the City and to be immediately effec-
tive, Councilman Briggs seconded, and the motion was unanimous-
ly carried.

9. ORDINANCE NO. 66 -214: Amending Sections 6402,1 through 6402,9
of the Temple City Municipal Code re Business License Rates:
1st reading.
City Attorney Martin read title to Ordinance No. 66 -214 AN
ORDINANCE OF THE CITY OF TEMPLE CITY AMENDING SECTIONS 6402.1
THROUGH 6402.9 OF THE TEMPLE CITY MUNICIPAL CODE RELATING TO
BUSINESS LICENSE RATES. On page 2, section 6402.6 subsection "a'
vies corrected to read $35. annually. Councilman Briggs moved
to waive further reading of Ordinance No. 66 -214, Councilman
Merritt seconded, and the motion was unanimously carried. No
further action was taken as this was the first reading of the
ordinance.
10. ORDINANCE NO. 66 -215: 1st reading. Amending section 6301 and the
1st paragraph of Section 6309 (b of the Temple City Municipal
Code.
City Attorney Martin read title to Ordinance No. 66-215 AN ORDI-
NANCE OF THE CITY OF TEMPLE CITY AMENDING SECTION 6301 AND THE
FIRST PARAGRAPH OF SECTION 6309 (b) OF THE TEMPLE CITY MUNICIPAL
CODE RELATING TO BUSINESS LICENSES. Councilman Beckley moved to
waive further reading of Ordinance No. 66 -215, Councilman Briggs
seconded, and the motion was unanimously carried. As this was
the first reading of the Ordinance no further action was taken.
NEW BUSINESS:
11. PARKS & RECREATION COMMISSION RECOMMENDATIONS:
AMERICAN LITTLE LEAGUE:
Recreation Director Kobett presented the proposed improvements
of the north baseball diamond at Live Oak Park. The major pro-
ject is to extend the concrete work around the concession stand
and dugout areas, to include a 3" slab around each concession
stand to be four feet in width. They also propose to paint
the grand stands and the trim on the buildings and repaint the
dugout area, to re -treat the infield area to retard grass growth
and to cut down on weeds. Additionally they would like to in-
stall a rotary air operated vent in the roof of the concession
stand. The Commission approved these projects pending accep-
tance by the Foreman of the Building and Grounds which he has
approved. They also request permission to set removable pipes
at the ends of the grand stands about 18" apart to prevent bike
traffic in front of the stands which has also been approved by
Mr. Ristow, Foreman of Building and Grounds. The American
Little League to pay the costs of these improvements and furnish
the labor required. Following discussion Councilman Beckley
moved to approve the recommendations of the Parks & Recreation
Commission, Councilman Beckley seconded, and the motion was un-
animously carried.
At this time Recreation Director presented Dan Bemoll, the new
Park Director replacing Robert Henry who resigned last July 1.
He will assume responsibilities at Live Oak Park. Mr. Bemoll wad
welcomed to the staff by the Mayor.
Mayor Tyrell gave the Councilmen copies of the new agenda for
their inspection, and which was approved by the Councilmen for
future use.
12. ORDINANCE NO. 66 -216: relating to interim classification of
properties heretofore annexed.
City Attorney Martin read title to Ordinance No. 66 -216 AN ORDI-
NANCE OF THE CITY OF TEMPLE CITY ADOPTING AN INTERIM ZONING
ORDINANCE PURSUANT TO SECTION 65858 OF THE GOVERNMENT CODE
TEMPORARILY RECLASSIFYING CERTAIN PROPERTIES HERETOFORE ANNEXED.
Councilman Merritt moved to waive further reading of Ordinance
No. 66 -216, and to adopt as an urgency ordinance, Councilman
Briggs seconded, and the motion was carried unanimously.
13. REQUEST FOR CHARITABLE SOLICITATION PERMITS:
City Manager Koski presented a request for a permit from the Los
Angeles County Heart Assn. for solicitation the month of February
1967. Also a request from the Retarded Children's Assn. of the

San Gabriel Valley for a door -to -door candy sale Dec. 17 -24.
Councilman Briggs moved to approve both of these charitable soli-
citation requests, Councilman Beckley seconded, and the motion
was carried unanimously.
14. SISTER CITY VISIT REPORT: Councilman Beckley
Councilman Beckley reported on the visit to Magdalena, Mexico,
which started on Thanksgiving morning. He explained in detail
the program and their wonderful acceptance by their hosts, and
stated he felt the program very worth while and that it should
be developed further. He also presented the Council with a
letter from the Mayor of Magdalena welcoming the visitors from
Temple City.
15. STATE EMPLOYEE'S RETIREMENT SYSTEM:
City Manager Koski advised that under contract each four years
an Actuarial evaluation is made of the SERS and all members
share the cost, which at this time is $105. for Temple City.
The request is also for the Mayor and City Clerk to sign the
Agreement on behalf of the City. Councilman Briggs moved to
authorize the Mayor and City Clerk to sign the Agreement and
the payment of $105. as the City's share of the cost of the
actuarial evaluation, Councilman Merritt seconded, and the motion
carried unanimously.
16. SET PUBLIC HEARING: Appeal from Planning Commission Denial of
Zone Variance Case #66 -200, 5615 N. Noel Dr., Rosalie Masciangelo
Councilman Merritt moved to set the public hearing for Jan. 3,
1967, on the above appeal, 7:30 P. M. in the Council Chambers,
Councilman Briggs seconded, and the motion carried unanimously.
17. TRACT NO. 29315: Almquist & Hewko, Rosevale & La Rosa
The Public Works Director presented a letter from the County En-
gineer stating the work has been satisfactorily completed and
recommending the Council accept and approve the Water System
and release the Subdivision Water System Agreement and that
part of the cash deposit submitted in lieu of the Faithful Per-
formance Bond. Councilman Beckley so moved, Councilman Merritt
seconded, and the motion carried unanimously.
18. 1964 STORM DRAIN BOND ISSUE:
Public Works Director Pizzorno presented a bill from Krelle &
Lewis and an Assignment by the City of $14,031.13 from the Los
Angeles County Flood Control for engineering work under terms
of a City- County Agreement, and an Agreement between the City
and Krelle & Lewis. Councilman Merritt moved to approve the
Assignment and to authorize the Mayor and City Clerk to sign on
behalf of the City authorizing payment to Krelle & Lewis of
funds by the Los Angeles County Flood Control Dist. in the sum
of $14,031.13, Councilman Briggs seconded, and the motion was
unanimously carried.
19. APPOINTING SUPERINTENDENT OF PARKWAY TREES: AS REFERENCED IN THE
TEMPLE CITY MUNICIPAL CODE.
Councilman Merritt moved to appoint the Public Works Director as
Superintendent of Parkway Trees, Councilman Briggs seconded, and
the motion was unanimously carried.
20. RESOLUTION NO. 66 -689: Warrants & Demands
The City Manager presented Resolution No. 66 -689 A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS
AND DEMANDS IN THE SUM OF $79,998.75, DEMAND NOS. 9007 THROUGH
9064. Councilman Beckley moved to adopt Resolution No. 66 -689,
Councilman Briggs seconded, and the motion was unanimously
carried.
21. COMMUNICATIONS:
City Manager Koski presented a letter from Jacob Gunst, Chairman
of the March of Dimes stating the 20th of Jan. 1967, from 12 :00
noon to 5 :15 P. M. they would conduct the Line of Dimes, on the
sidewalk on the north side of Las Tunas Drive from Primrose to
Camellia Ave. Also the automobile solicitation will be conduct-
ed by adult Kiwanians in the left turn pockets on Las Tunas Dr.

just east and west of Temple City Blvd., north and south of
Las Tunas Dr. between the east -west alleys. (Should traffic
become congested solicitations will stop and barriers removed.)
They also request a 4 -way No Left Turn" standard in the center
of the intersection with 40 safety cones and 8 barricades for
the protection of the volunteer workers.
Permission is also requested for use of the Public Address Sys-
tem from Primrose to Camellia on Las Tunas Dr., and from 6 to
8:30 P. M. on Jan. 31, 1967, for the Mothers' March. They also
requested no other charitable solicitation permit be issued
during these times.
Following discussion Councilman Merritt moved to approve these
requests deleting the prohibition of other solicitations, and
subject to the condition of appropriate liability insurance being
furnished the City, Councilman Beckley seconded, and the motion
carried unanimously.
22. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:
No one came forward to address the Council at this time.
23. MATTERS FROM CITY OFFICIALS:
The Public Works Director read a letter from the Greater Los
Angeles Chapter of the National Safety Council which calls for
the citizens to use excessive caution for safety during the
coming Holiday season. Mr. Pizzorno read in full the proposed
Resolution. Councilman Merritt moved to approve the proclamatio,
Councilman Briggs seconded, and the motion carried unanimously.
The Public Works Director presented a letter from Miller Bros.
Floats, asking that the street entering their property be named
Miller Dr. He advised this street is named Alessandro on the
street maps we have on file and he did not recommend the change
of name, to which the Council agreed.
Mayor Tyrell asked the Public Works Director about the paving on
Baldwin Ave., and it will be checked out further.
Discussion followed regarding the holding of the Dec. 20 meeting
of the Council, and it was agreed if nothing comes up which re-
quires immediate action that on the Friday prior to the 20th,
this meeting will be cancelled with all necessary parties so
notified.
Councilman Merritt asked about the house on Baldwin and Daines
and was advised it was to be moved within 30 days, which would
be by Dec. 12.
The Public Works Director advised there had been no problems re-
ported due to the rain storm.
Discussion followed re checking of blinkers on the barricades
and the Public Works Director advised that the Sheriffs Dept.
under normal patrol check on these. If a specific problem,as
lights not working, they notify the County Road Dept. who should
take care of any emergency within about 30 min. This also applie.

Mayor Tyrell introduced Mr. Eberhardt from the audience who is
a candidate for Council in the City of Lancaster in their incor-
poration election. Mr. Eberhardt advised their incorporation is
looking better all the time. The Mayor expressed his appreciation
for the visit and offered to help in any way possible.
24. ADJOURNMENT: Councilman Beckley moved to adjourn, Councilman
Briggs seconded, and the motion carried unanimously. Council ad-
journed at 8:29 P. M. Next regular meeting of the City Council
on Dec. 20, 1966, at 7 :30 P. M. in the Council Chambers of the
City Hall, 5938 Kauffman Ave., Temple City.
