The Council of Bal Harbour Village met at the Village Hall,
Monday, July 22, 1957, at 9:00 o'clock A. M. to act as a Board of
Equalization for the 1957 Tax Roll.
Present were: Messrs Beatty, 3roeman, 3rown, Graham and
Hart
Also present were: W. H. Webb, Village Manager and Mary T.
1,etterer, Village Clerk.
Mayor Brown stated that there have been no complaints received
by the Tax Assessor since the posting of the Equalization Notice on
July 1, 1957 and suggested that the meeting be recessed until after
the regular Council Meeting in the event a taxpayer might appear to
protest his assessment.
The Council then proceeded with the regular business meeting.
On motion of Mr. Beatty, seconded by Mr. Hart, the minutes of
the previo:is meeting of June 22, 1957 were approved as submitted.
Resolution No. 48, amending the Charter of Bel Harbour Village,
setting up the mechanics for the creation of Voting Districts was read
to the Council. Mr. Webb explained to the Council that the individual
districts and the regulations governing same would be defined by Ordi—
nance at a later date. Upon motion of Mr. Beatty, seconded by Mr.
Graham, the Resolution was unanimously accepted.
Resolution No. 49, amending the Charter of Bal Harbour Village,
setting up the mechanics for the creation of Taxing Districts was read
to the Council. Mr. Webb explained to the Council that the regulations
governing these districts would also be defined by Ordinance. Upon
motion of Mr. 3eatty, seconded by Mr. Br.oeman, the Council voted unan—
imously to accept said Resolution.
Resolution No. 50, amending the Charter of Bal Harbour Village,
which authorizes the Village to set up a beach erosion program was read
to the Council. Mr. Webb explained to the Council that in addition to
the construction of groynes, this resolution gives the Village the right
to do dredging work and thereby artificially restore sand that is being
eroded from the beaches. Mr. Broeman suggested that Mr. Webb write a
letter to the Federal Government requesting their cooperation in the
pumping and sand removal operation in the inlet. On motion of Mr. Graham
and seconded by Mr. Hart the above resolution was unanimously accepted.
Ordinance No. 56 setting up an election for the passing of Reso—
lutions 48, 49 and 50 was read to the Council. On motion of Mr, eroeman,
seconded by Mr. Graham it was unanimously voted that this ordinance be
adopted and the election date be set for November 5, 1957. Mayor Brown
instructed Mr. Webb to explain this election to the people in the Fall
"News Letter".
Mayor Brown asked Mr. Webb to report on his findings regarding
the construction of docks at the water tank site. Mr. Webb stated that

that according to figures obtained from Reed Construction Company it
would cost about $5.00 per square foot for the construction of docks
and the mooring piles would run about $100.00 apiece. Mr. Webb ex—
plained that he had contacted the Hollywood Marina which charges from
3 cents to 5 cents per foot per day, and the Dade County Marina which
charges from 2 cents to 6 cents per foot per day, both depending on
the length of time the boat is moored and the facilities used. Mr.
Webb read letters from 4 hotels in Bal Harbour to the Council, in ans—
wer to his inquiry regarding their interest in public dock facilities,
which indicated that the Americana and the Colonade Hotels were very
much interested but the Balmoral and the Kenilworth Hotels felt they
would not benefit to any great extent. Mr. Webb stated that he had
written to six oil companies regarding building docks and installing
gas facilities and Sinclair Refining Company, the only one interested
in this project, would contact him within the week. Mayor Brown tabled
this item until next meeting when Mr. Webb would have further informa—
tion.
Mayor Brown asked Mr. V.ebb for the estimates for the Storm
Sewer work on Collins Avenue and Mr. Webb stated that he had received
only one bid at the present time. It was moved by Mr. Broeman and
seconded by Mr. Beatty and unanimously voted that Mayor Brown and Mr.
Webb meet when these bids are all in and award the contract to the
lowest practicable bidder.
Mr. Webb read the answers to the Church 3y The Sea variance
request to the Council; namely, Community National Bank, Sinclair Re—
fining Company and Harbour Square, Inc. It seemed to be the consen—
sus of opion from these three letters that the decision should be
left to the discretion of the Council. Mayor Brown suggested that
this matter be tabled until next meeting.
Mr. bebb said that all the Councilmen had received copies of
the Budget for the fiscal year 1957-58 for study.
Resolution No. 51, entitled:
A RESOLUTION OF THE COUNCIL OF BAL HARBOUR VILLAGE,
FLORIDA, ADOPTING A BUDGET FOR THE SAID VILLAGE FOR
THE PERIOD OF OCTOBER 1, 1957 TO SEPTEMBER 30, 1958
IN THE AMOUNT OF $255,948.85,
was presented and on motion of Mr. Broeman,seconded by Mr. Hart, the
Resolution was unanimously passed.
Resolution No. 52, entitled:
A RESOLUTION OF THE COUNCIL OF BAL HARBOUR VILLAGE,
FLORIDA, ADOPTING A BUDGET FOR THE WATER DEPARTMENT
FOR THE PERIOD OF OCTOBER 1, 1957 TO SEPTEMBER 30,
1958 IN THE AMOUNT OF $161,353.16,
was presented and on moticn of Mr. Hart, seconded by Mr. Beatty, the
Resolution was unanimously passed.
Resolution No. 53, entitled:
A RESOLUTION OF THE COUNCIL OF BAL HARBOUR VILLAGE,

FLORIDA, MAKING A TAX LEVY FOR THE TAX YEAR 1957,
AND FIXING THE MILLAGE ON REAL AND PERSONAL PROP—
ERTY IN SAID VILLAGE AT TEN(10) MILLS,
was presented and on motion of Mr. Graham, seconded by tor. Hart, the
Resolution was unanimously passed.
The nine months audit was presented to the Council and on
motion of Mr. Beatty, seconded by Mr. Hart, the audit was unanimously
accepted.
Mayor Brown requested that the August meeting of the Council
not b.e held, inasmuch as most of the Councilmen would be away, and
suggested that the next meeting be scheduled for Saturday, September
28, 1957, at 9:30 A. M. On motion of Mr. Hart, seconded by Mr. Broeman,
the Council unanimously agreed.
Mayer Brown said there being no further business before the
meeting, the recessed Board of Equalization meeting was now called back
into session. The Tax Assessor certified that the 1957 Village Tax
Ro11 contains 18,277,950 Real Estate Valuation and 2,036,550 Tangible
Personal Property Valuation, and that 324,500 in Homestead —Widow —Veteran
exemptions had been authorized by the County Assessor. Mayor Brown asked
for any questions or criticism regarding the Tax Roll and there being
none, on motion of Mr. Broeman, seconded by Mr. Beatty, both meetings
were adjourned.

The Ba1 Harbour Village Council met on Saturday, September
28, 1957 at 9:30 A. M. in the Village Ha11.
There were present: Messrs. 3eatty, 3roeman, Brown and
Graham.
Absent: Mr. Hart
Also present were: W. H. Webb, Village Manager; Thomas H.
Anderson, Village Attorney; Mary T. Udetterer, Village Clerk; and
Mr. A. F. Swearingen, representing Butler Insurance Agency.
On motion of Mr. Beatty, seconded by Mr. Graham, the minutes
of the previous meeting of July 22, 1957 were approved as submitted.
