A RESOLUTION: INITIATING AMENDMENTS TO THE LEESBURG ZONING
ORDINANCE FOR THE PURPOSE OF UPDATING THE
APPROPRIATE ZONING DISTRICTS,USE STANDARDS,AND
PERFORMANCE REGULATIONS RELATED TO COMMUTER
PARKING USES INCLUDING, BUT NOT LIMITED TO: ARTICLE 6
AND 9.
WHEREAS, the Town of Leesburg Zoning Ordinance (TLZO) was adopted with public
input and for the purpose of protecting the health, safety, and welfare of Town residents and
businesses by providing regulation of land uses; and
WHEREAS, the Town Council supports the development of transportation-related
facilities that will complement public transit systems; and
WHEREAS, in an effort to support said public transit facilities and systems, Town
Council wishes to expand the zoning districts in which public commuter lots may be located and
develop use criteria and performance standards intended to address and mitigate impacts inherent
in automobile-oriented uses on surrounding properties and roadways; and
WHEREAS, the public necessity, convenience, general welfare and good zoning practice
require the proposed amendments.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. Amendments to the Zoning Ordinance Sections 6 and 9 and other sections
as necessary are hereby initiated and referred to staff to expand the number of zoning districts in
which a commuter lot may be located and to develop appropriate use and performance criteria
for such lots.

SECTION II. The Planning Commission shall hold a public hearing to consider these
amendments to the Zoning Ordinance and report its recommendation to the Town Council
pursuant the Chapter 22, Title 15.2-2204 of the 1950 Code of Virginia, as amended
PASSED this 23rd day of February, 2016.
