A RESOLUTION: INITIATING AMENDMENTS TO THE LEESBURG ZONING
ORDINANCE FOR THE PURPOSE OF UPDATING THE PLANNED
RESIDENTIAL COMMUNITY DISTRICT TO REVISE OR REPLACE
THE REQUIRED RATIO OF COMMERCIAL TO OFFICE LAND USE
INCLUDING, BUT NOT LIMITED TO AMENDMENTS TO: ARTICLES
8, 9 AND 18.
WHEREAS, the Town of Leesburg Zoning Ordinance (TLZO) was adopted with public
input and for the purpose of protecting the health, safety, and welfare of Town residents and
businesses by providing regulation of land uses; and
WHEREAS, the Town Council encourages a mix of land uses that promotes the goals
and objectives of the Town Plan; and
WHEREAS, the ordinance should allow latitude in determining the appropriate mix of
commercial and office uses within Planned Residential Communities on a case-by-case basis and
not be constrained by a strict ratio of such uses that could result in unintended consequences; and
WHEREAS, the public necessity, convenience, general welfare and good zoning practice
require the proposed amendments.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. Amendments to the Zoning Ordinance Sections 8, 9, and 18 and other
sections as necessary are hereby initiated and referred to staff to consider revisions or
alternatives to current requirements for a ratio of commercial to office land uses in the Planned
Residential Community zoning district.

SECTION II. The Planning Commission shall hold a public hearing to consider these
amendments to the Zoning Ordinance and report its recommendation to the Town Council
pursuant the Chapter 22, Title 15.2-2204 of the 1950 Code of Virginia, as amended
PASSED this 23rd day of February, 2016.
