REGULAR COUNCIL MEETING, JULY 3, 2017
CALL TO ORDER
The Regular Council Meeting of July 3, 2017, was convened at 9:03 A.M. by Mayor
Carrie Tergin.
ROLL CALL
The f ollowing Council Members were present for the roll call:
Present: Fitzwater, Graham, Henry, Kemna, Mihalevich, Prather, Schreiber,
Ward, and Wiseman
Absent: Hussey
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilman Graham, seconded by Councilwoman Ward, to
adopt the agenda as published. The motion was approved unanimously.
MISCELLANEOUS AGENDA ITEMS
City Administrator Steve Crowell announced the City had been awarded the
Distinguished Budget Presentation Award by the Government Finance Officers
Association (“GFOA”). Mr. Crowell commended Margie Mueller, Finance and I.T.
Director, who introduced Ms. Shiela Pearre, Chief Accountant, and also mentioned
Cara Sankey, Senior Accountant (who could not be present at the meeting) as the two
staff persons responsible for compiling and submitting the documents for this award.
Mayor Tergin congratulated and thanked Ms. Mueller, Ms. Pearre, and Ms. Sankey for
their hard work in achieving this distinction.
Mayor Tergin presented Parks & Recreation Staff members Amy Schroeder and J. J.
Gates with a proclamation proclaiming July as “Parks and Recreati on Month.” Ms.
Schroeder shared several events which would occur throughout the month under the
theme “Play Unplugged” and encouraged citizens to see details of those events on the
Parks & Recreation website at www.jeffersoncitymo.gov/parks.

PUBLIC HEARINGS
There were no public hearings scheduled at this time.
APPOINTMENTS BY THE MAYOR
No appointments were brought forward.
PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
Ms. Diane Gillespie, Director of the Convention and Visitors Bureau (“CVB”) made a
presentation regarding the August 21 total eclipse events which would occur in the City.
Following her presentation, she requested that the City assist the CVB with funding for
this event, and announced the next community eclipse meeting would occur on July 6 at
5:30 P.M. at the Capitol Plaza Hotel. Information may also be found on the CVB website
at www.capitaleclipse.org.
A motion was made by Councilman Mihalevich as follows:
“The Council supports the City Administrator to expend funds within authorized
limits to support the preparation and events related to the Great American
Eclipse.”
The motion was seconded by Councilman Fitzwater, and approved unanimously by the
following roll-call vote:
Aye: Fitzwater, Graham, Henry, Kemna, Mihalevich, Prather, Schreiber, Ward,
and Wiseman
Nay: None
Chief Schofield introduced Mr. Dave Griffith, Director of the Heart of Missouri Chapter of
the American Red Cross. Mr. Griffith made a presentation regarding the Red Cross’s
support of the building code ordinance scheduled to be introduced at the July 17 City
Council meeting which would require sprinklers to be installed in certain multi -family
dwellings.

ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
Mayor’s and City Council Announcements:
Mayor Tergin announced that the City had recently been voted one of the “Most
Patriotic Towns in the USA” and encouraged citizens to take advantage of the
Salute to America events to show patriotism
Mayor Tergin thanked all the City staff and volunteers who would work to make
the Salute to America celebration a success
Mayor Tergin announced the July 1 Concert Inside the Walls event and stated
tickets were still available
Mayor Tergin announced the Mayor’s Cup Golf Tournament would be held on
Friday, July 21
Councilman Mihalevich announced a Finance Committee meeting would be held
on July 13 at 7:30 A.M.

CONSENT AGENDA
The following items were brought before the Council for approval by Consent:
a. Minutes of City Council Meetings: June 12 and June 19, 2017
b. Authorizing Purchase of Lot 45 of Lincoln Street Subdivision in the Amount of
$500.00
c. Renewal (Year 2) Contract with Evers & Company, LLC, for Audit Services in the
Amount of $42,860.00
d. Renewal (Year 2) Contract with Solacom Technologies for 911 Center Telephone
Maintenance in the Amount of $23,198.93
e. Accepting $274,461.00 Assistance to Firefighters Grant for Communications
Equipment
f. Authorizing Purchase of Property from Hawthorn Bank in the Amount of
$5,000.00 for Parks Purposes
A motion was made by Councilman Prather to approve the Consent Agenda as

presented, seconded by Councilwoman Ward, and approved unanimously.

JEFFERSON TO A VOTE OF THE CITIZENS OF THE CITY OF JEFFERSON.
Bill 2017-9 dies at this time.
PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS
No one signed up to speak. Mr. Glover Brown was present and requested the Council’s
indulgence to be allowed to speak. Councilman Mihalevich made a motion that the
Council suspend its rules to allow Mr. Brown to speak at this time, seconded by
Councilwoman Ward, and approved unanimously.
Mr. Brown made a presentation and distributed a handout containing his su ggestions
regarding the pursuit of the designation of the Lafayette Street and the Historic Foot
District area in the 600 Block as a ''National Historical Archaeological Site” as well as
several other suggestions regarding the area.

ADJOURNMENT
As no other business was brought before the Council at this time, a motion for
adjournment was made by Councilman Graham, seconded by Councilwoman Ward,
and approved unanimously at 10:14 A.M.
