MINUTES OF THE BUDGET COMMITTEE MEETING
JULY 24, 2017
CALL TO ORDER
The Budget Committee Meeting of July 24, 2017, was convened at 5:30 P.M. by
Councilman Rick Mihalevich, Finance Committee Chairman.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Graham, Henry, Hussey, Kemna, Mihalevich, Prather, Schreiber,
Ward, and Wiseman
Absent: Fitzwater
A quorum was present.
MAYOR’S PRESENTATION OF FY2018 BUDGET TO COUNCIL
Mayor Tergin reviewed her budget letter addressed to the City Council and provided a
handout regarding MSP improvements. She noted storm water funds were typically
taken out of the sales tax budget, but nothing additional had been budgeted. She
thanked staff for their hard work getting the budget ready.
OVERVIEW OF MAYOR’S BUDGET AND REVENUE DISCUSSION
Chairman Mihalevich thanked the Finance Department for the work done on preparing
the budget. Councilman Graham thanked Steve Crowell and Mayor Tergin for the
budget and stated he hoped money could be found for storm water issues. Chairman
Mihalevich turned the floor over to Finance and I.T. Director Margie Mueller who went
over the proposed budget highlights and proposed revenue. She and other City staff
answered questions on various items presented.
COUNCIL DISCUSSION OF REVENUE PRESENTATION
At the conclusion of staff presentation of proposed revenue items, a motion was made
by Councilman Prather, seconded by Councilman Hussey, to accept the revenues as
projected in the Mayor’s budget. The motion was approved unanimously. The council
discussed the presentation.

OTHER BUSINESS
Councilman Mihalevich informed the Council to contact himself or the City Clerk if they
would be unable to attend a budget committee meeting.
Councilman Mihalevich stated that there appeared to be a conflict for some members
with the budget committee meeting scheduled for July 27. He said that they could
continue with discussion on revenue and decide to cancel Thursday’s meeting if that
was the Committee’s wish.
CONTINUATION OF DISCUSSION: FY2018 PROPOSED BUDGET HIGHLIGHTS
Chairman Mihalevich turned the floor over to Finance and I.T. Director Margie Mueller
who went over the proposed budget highlights and local use tax. She and other City
staff answered questions on various items presented.
FIVE-YEAR FINANCIAL PLAN
Ms. Mueller presented the five-year forecast. She and City Administrator Steve Crowell
answered questions on various items presented.
OTHER BUSINESS
Chairman Mihalevich encouraged the Committee members to review the budget and
bring up questions at the next meeting. He stated the public could contact the Council
and they could discuss any issues again.
A motion was made by Councilman Hussey, seconded by Councilman Graham, to
cancel the July 27, 2017, Budget Committee meeting. The motion was approved
unanimously.
Ms. Mueller stated the notice of cancellation for the July 2 7 meeting would be posted.
She noted the July 31 meeting would begin with the detailed expenditures by
department and that books would be available to the Council in the next couple of day s.
ADJOURNMENT
Chairman Mihalevich adjourned the meeting at 6:52 P.M.
