Mr. Calvaruso and Mr. Breihan were introduced. The Chairman and five regular members and two alternates were present. A quorum was present. Adoption of Agenda Mr. Dutoi moved and Mr. Lester seconded to adopt the agenda as printed. The motion passed 7- 0 with the following votes: Aye: Cotten, Deeken, Dutoi, Lester, Nunn, Mahoney, Markus 3. Work Session — Presentation and Discussion of Historic Southside/Old Munichburg District & Neighborhood Plan Mr. Barron explained that the Historic Southside / Old Munichburg District and neighborhood was previously a thriving, self-contained, tight -knit community, however, today the neighborhood suffers from disinvestment, negative perceptions, and decaying historic structures. He stated that Capital Region Medical Center, in conjunction with planning consultant H3 Studios, has developed a revitalization plan for the neighborhood. Mr. Barron explained that in order to work on the plan, neighborhood stakeholders were a part of individual and small -group interviews, public planning workshops were conducted where key issues and ideas were reviewed, and advisory committee meetings were held which provided feedback and direction. He stated that over 120 neighborhood residents and stakeholders participated in this process and helped create this plan. Mr. Barron explained that the Ten Neighborhood Development Principles listed in the Plan include: (1) Develop the US -50 Corridor as an Urban Boulevard; (2) Build the Heart of the Community; (3) Develop a Distinctive Community Identity on Dunklin Street; (4) Improve Streetscape Image and Character; (5) Expand Housing Choices; (6) Create an Expanded, Interconnected Park & Greenway System; (7) Establish a Clear Identity and Professionally Managed Community Development Corporation; (8) Develop a Great Streets Program; (9) Improve Actual and Perceived Safety; and (10) Develop a Health District by Partnering with Anchor Institutions. He stated that the long term focus areas are to build the heart of the community around a revitalized, vibrant, mixed-use Dunklin Street/OId Munichburg Business District, develop a City Park along Wears Creek as an extension of Washington Park, support Lincoln University's growth by redeveloping new affordable/market rate housing, student housing, and mixed-use development, and improve the Stadium Blvd and the US - 54 Interchange, Mr. Barron explained that implementation will be divided into four key phases, some being completed early on, while others could take around 20 years. Phase 1 is from the 0 to 7 year range. This phase includes making improvements on Highway 50 and along Dunklin Street, and making Monroe a two-way street. During this time some of the programs planned will be to establish a Community Development Corporation, expand and target housing repair and revitalization incentives, facilitate vacant lots, establish a neighborhood health district, and complete zoning district revisions. He stated that Phase Two is from 5 to 15 years. This will include development along Dunklin Street, in the Lincoln University vicinity, and developing Jefferson Street and Madison Street streetscape and revitalization improvements. Mr. Barron explained that Phase 3 will be from 10 to 20 years. This will include the Washington Park expansion, Stadium Boulevard improvements, and the realignment and south extension of Madison Street. He stated that Phase 4 will be 20 plus years. This will include the reconfiguration and improvement of the Stadium Boulevard and US -54 interchange as well as the Jefferson Street and Christy Drive redevelopment. Mr. Nunn inquired how a Community Development Corporation (CDC) and other groups participate. In response, Mr. Tim Breihan, Principal, Project Manager H3 Studios, 4395 Laclede Avenue, St. Louis Missouri, explained that establishing a Community Development Corporation will be an important tool, It can be the holder of the plan and will give components to follow upon. He stated that developments will more likely be carried out by individuals or small local developers rather than big corporations. Mr. Deeken commented that he is very appreciative of the presentation and for presenting something that will be workable for our community. He stated that he sees the plan as re- establishing the neighborhood as it used to be and making it better. Mr. Gaspare Calvaruso, President, Capital Region Medical Center, 1125 Madison Street, added that it will be good to establish a plan and getting it adopted by the City will give us components to follow up on. He stated that this will allow us a 20 year timeframe to accomplish some of the changes. Minutes/Jefferson City Planning & Zoning Commission Page 3 May 26, 2017 Mr. Dutoi commented that this presentation was very well presented and did not leave much ground uncovered. Mr. Nunn inquired of how long it will take to get a CDC established. In response, Mr. Breihan explained that funding commitments will be needed, along with establishing the CDC Board of Directors, hiring staff. He stated that this could take approximately one year. Mr. Lester commented that he liked that the plan had a strong housing improvement component that will help improve on the rental and abandoned housing problems that we face today. Mr. Barron gave the Planning Division staff report, commenting that the plan is a targeted approach with an appropriate level of public involvement. That the plan is built upon established urban planning principals, was prepared by a professional city planning agency, that the plan has an appropriate mix of preservation and redevelopment recommendations, and that the recommendations of the plan are targeted and achievable. 4. Public Comment The following individuals spoke regarding the proposed Historic Southside/Old Munichburg District & Neighborhood: • Ms. Jane Beetem, 1612 Payne Street spoke in favor of the proposed and commented that this was a nice plan. She appreciated all of the public meetings that were held. Ms. Beetem stated that she is a member of Historic City of Jefferson and a consultant for the Historic Preservation Commission. The programs that she is being a part of developing will not conflict with this Plan, but will complement these ideas. For instance, being a member of the Eastside Business Association, one of their programs helps homeowner's complete maintenance on their houses. Another program, Rebuilding Together, is a national program that identifies property owners that need help maintaining their property. Teams of volunteers then come together and help with these projects. • Ms. Tammy Boeschen, 728 Deer Creek Road, spoke in favor of the proposed Plan and explained that she is the current President of the Historic City of Jefferson. She expressed that this was a really good plan and presentation and appreciated all of the work that H3 Studios did in preparing this plan. Ms. Boeschen expressed the importance of keeping the historical components of the plan. She stated that she would like to keep historical buildings when possible and if new buildings needed to be built, they would reflect the history of the neighborhood. • Mr. Gaspare Calvaruso, President, Capital Region Medical Center, 1125 Madison Street, wanted to publicly thank the City for working with everyone during this process and for H3 Studios for their guidance in this project. Mr. Barron explained that he will prepare the public hearing notice for the July 13, 2017 Planning and Zoning Commission meeting. He stated that if accepted, the proposed Plan will be sent to the City Council for their endorcement. Mr. Barron explained that the proposed Plan is posted on the City's and Capital Region Medical Center websites. 5. Adjourn.
