HomeMy Public PortalAbout07/17/2018 City Council Special Meeting MinutesMEDINA CITY COUNCIL SPECIAL MEETING MINUTES OF JULY 17, 2018 The City Council of Medina, Minnesota met in special session on July 17, 2018 at 6:00 p.m. at the Medina City Hall, 2052 County Road 24, Medina, MN. I. Call to Order Members present: Mitchell, Anderson, Cousineau, Martin, Pederson Members absent: Also present: City Administrator Scott Johnson, Public Works Director Steve Scherer, Finance Director Erin Barnhart, Public Safety Director Ed Belland and City Planning Director Dusty Finke II. Municipal Park Fund Discussion Finance Director Erin Barnhart provided background information on the fund, explained that the purpose of the fund is for replacement of existing park structures, discussed using property taxes for replacement versus bonding, discussed the different funds used for parks, and reviewed a draft five-year CIP. The City Council reviewed the information and requested staff look into possible new or higher park fees, the possible assessment of trail replacements, and requested the Park Commission review the project list at their July 18t meeting and submit the information for City Council review at their August 21' Work Session. III. 2019 Budget — Utilities and CIP Discussion Finance Director Erin Barnhart provided the City Council with the proposed CIP and utility information for 2019. Staff provided a proposed budget that includes a 2% increase for water rates and 3% increases for sewer, and storm water rates. Council reviewed the information and requested more information on sewer access charges, road assessment policy, and the proposed Brockton Lane project.
