AUGUST 21, 2018
The City Council of Medina, Minnesota met in special session on August 21, 2018 at
6:00 p.m. at the Medina City Hall, 2052 County Road 24, Medina, MN.
I. Call to Order
Members present: Martin, Anderson, Cousineau, DesLauriers, Pederson
Members absent:
Also present: City Administrator Scott Johnson, Public Works Director Steve
Scherer, Finance Director Erin Barnhart, Public Safety Director Ed Belland and City
Planning Director Dusty Finke
II. Municipal Park Fund Discussion
Finance Director Erin Barnhart provided background information on the fund, explained
that the purpose of the fund is for replacement of existing park structures, discussed using
property taxes for replacement versus bonding, discussed the different funds used for
parks, discussed different tax scenarios and reviewed the parks and trails asset inventory.
The parks and trails asset inventory provided a 40-year picture of the replacement costs
for park equipment and trails. The City Council reviewed the information and requested
staff reallocate $14,000 from a matured bond payment (2011 G.O. Bond — Hunter Drive
South) to the Municipal Park Fund, reallocate $55,949 in antenna lease revenue funds for
2018 and 2019 to the Municipal Park Fund, and provide a second scenario where an
additional $30,000 is levied for the Municipal Park Fund. Staff will submit the
information for City Council review at the September 4th Budget Work Session.
III. Celebration Day Update
Public Safety Director Ed Belland provided the City Council with an update regarding
the history and donations for Celebration Day. Council was also informed that $2,000
has been set aside in the General Fund since 1997 and City expenses are now closer to
$4,000. Staff was directed to increase the line item from $2,000 to $4,000. The City
Council review at their September 4t Budget Work Session.
